The Council of the Town of Pulaski, Virginia me$ in

MINUTES
regular monthly session in the Council Chamber of the Munic~pal
building at 7;30 P. M., October 7, 1947.
There were present; Mayor A. T. Eskridge, pres~.ding;

Council asking that the Council take no action to prohibit heir
keeping hog pens in said vicinity. The Mayor informed the ele-
gation that the matter was to be considered in executive session.
In executive session, the matter was thoroughly~dis-
cussed and referred to the ordinance committee for further study
and recommendation.
The following building; permits, coming within
requirements of the Ordinance, were granted; To R. A. Huds~n,
for one additional room and garage, brick, to residence on outh
,side of 6th Street, N.W., between Jefferson and Randolph Av Hues,
to cost X1,900.00; To Mrs. Mellie Rice for one one-car gara e,
private use, cinder block, on east side of 217 Washington A enue,
South, between 2nd and 3rd Streets, S.E., to cost X100.00; '~o

was granted on motion of C. V. Jackson, duly seconded and u~ani-

Market was granted.
On motion duly made, seconded and unanimously
passed, the Council authorized the payment of the regular
bills and payrolls for the month of September, 194?. Said
bills are given at the conclusion of these minutes.
The Mayor stated that an audit had been presented
by James P. Miller, C. P. A., and that bill for same was
X800.00, an increase of X100.00 over the previous year.. It
was noted that bill for same was approved and is listed in
the bills at the conclusion of these minutes.
A letter from J. F. Wysor, requesting .that the ~°'
Council again appropriate one thousand dollars to the
Community Chest Fund, was read by the Mayor. ~ On motion of
C. V. Jackson, duly seconded and unanimously passed, Council
authorized that a contribution of X1,000.00 be made to the

the matter of investing X7,000.00 due the Street Bond Sinking
Fund Account, together with accumulative interest in said ac~ount,

BREWER On motion of I. R. Carper, seconded by C. V. Ja~kson,

DE~IED and unanimously passed, the request of Miss Margaret Brewer~to
cut down five elm trees alongside their property on North M~dison

Avenue, brought before the Council at its September 16, 194'
meeting and referred to the Public Property Committee for c~nsid-
eration, was refused. ~
CEMETERY In the. matter of appointing a cemetery committed to
COMMITTEE
work with the Oakwood Cemetery Association, the clerk was directed
to find out if such a committee had been appointed previous~.y.
CORPORATE The matter of changing the corporate line in th~ Dude
LINE DUDE
HILL SEC. Hill section, previously considered by the Council, was ref rred
to the Street Committee for consideration and report.
PROPERTY The director of public works requested that the Property

REPORTS as follows;
1. Fifth Street, RT.E., between Walnut Aver ue a d New-
bern Road is completed with the exception o
widening shoulders on same, and is open to raffic.

2. Maple Street from 2nd Street to Chestnut Aley is
being rebuilt and has been graded and to be com-
pleted soon.
3. Some work has been done on Cliff Street tow rd
widening the street in preparation for hard sur-
` facing.
4. A d rainage line in Block 32, east of Washin ton
Avenue has been put in with the exception o drain
', boxes.
5. Dr. J. E. Greer, who owns property on south Wash-
ington Avenue, requests .that sidewalk, whic is
below curb line in front of said property, e
rebuilt on a fifty-fifty basis. Request wa
grant~:d on motion of C. V. Jackson, seconds by
W. D. Aust and unanimously passed.
6. He reported that the street sweeper had bee
shipped on October 3 to the North Carolina quip-
. ment~Company, Raleigh, North Carolina and w uld be

on exhibit at State Fair week of October 13, and
was to be delivered to Pulaski around October 23.
7. Mr. Gatewood further reported than an ordinance
to prohibit parking on business streets at night would
be in or. der since a street sweeper had been purchased
and cleaning. of the streets could be done at nights
and that he world have such a proposed ordinance
at the next meeting of the Council if the Council
approved the drafting of such an ordinance. The
Council directed Mr. Gatewood to prepare such an
ordinance for approval.
ALLEY BLOCK On motion of F. A. Seagle, seconded by G. C. Hall

and unanimously approved. Council a~.ithorized the director of
public works to concrete the alley in Block 32 between Wash-
ington and Madison Avenues on the usual basis of one-third of
the cost being borne by the town and two-thirds being borne
by the abutting property owners.
CARETAKER'S The director of public works reported to the Council
HOUSE
that the house of Frank White at Hogants Dam was in a bad state
of disrepair and that it was the opinion of Howard C. Jackson and
himself that a new five-room house could be built 3ust as
economically as repairing the old one. On motion of F. A.
Seagle, seconded by G. C. Hall, and unanimously approved,
A. W. Gatewood was directed to proceed with plans for building
a new house on a site to be determined as best.
SHUFFLE- Councilman I. R. Carper. brought before the Council
BARGER
LAND the matter of securing land in front of the property of R. M.
Shufflebarger on the east side of Washington Aven ue for the
purpose of extending a sidewalk to overcome a hazardous con-
dition due to vision being obscured by s hedge alongsaid
property. The matter was thoroughly discussed and on motion
of C. V. Jackson, seconded by I. R. Carper and unanimously
passed, A. Val. Gatewood was authorized to make an offer of
X50.00 in currency to R. M. Shufflebarger for said land - -
the town of pay for building a sidewalk and necessary retain-
ing wall.
T.W.KERSEY Councilman F. A. Seagle advised that certain

buildings owned by T. .~V. Kersey, without building permits
for same, in the section of Clark Street in the T. W~ Kersey
Addition, were a fire hazard and that the matter should be
looked in to. On motion of ~''. A. Seagle, seconded by I. R.

The Mayor reported that he had talked with J. F'~ Wysor
regarding reassessment of property and that same would begi~ in

A. W. Gatewood reported that the Appalachian Electric
Power Company had repaired all street lights with the excep ion
of two on the north end of Jefferson Avenue Bridge and one n the
corner of the old health office, and that a credit on the s rest
light bill to the amount of eighty nine dollars and some ce is for
outages had been granted and further, there would be no fu her
charge for the two aforementioned lights until such time as lights
wire on full. He advised that the A. E. P. Co. was working on a
new proposition regarding the w hiteway system which w ould b pre-
sented shortly to the Council.
There being no further business, the Council ad~oured
at 9;50 o~clock, P. M.
