HomeMy WebLinkAbout2011-03ORDINANCE 2011-03 Ordinance Amending the Position and Classification Plan To Include the Position of Safety Officer WHEREAS, the Position Classification Plan is the official system of grouping positions into appropriate classes; and, WHEREAS, the Town Manager and Department Heads are responsible for assessing the human resource needs of the Town's departments; and, WHEREAS, following such assessment, a recommendation was made to Town Council that the position of Safety Officer should be added to the Position and Classification Plan of the Town of Pulaski to oversee and direct the safety program of the Town; and, WHEREAS, Town Council reviewed the recommendation of Town Staff and directed that the position of Safety Officer be added to the Position and Classification .Plan; NOW, THEREFORE be it ORDAINED by the Town Council of the Town of Pulaski, Virginia, sitting in regular session this 1St day of March 2011, that the Position and Classification Plan of the Town of Pulaski, Virginia is hereby amended to include the position of Safety Officer as a Grade 8 position, with a salary range of $28,495 to $45,416 as shown in Attachment A-Ordinance 2011-03, affixed hereto and expressly made a part of this ordinance. This ordinance is effective upon adoption and is hereby adopted this 1St day of March 2011 by the duly recorded vote of the Town Council of the Town of Pulaski, Virginia as follows: Morgan P. Goodman -Aye THE TOWN OF PULASKI, VIRGINIA BY: J .Worrell, Mayor __~.rjZJ \ l~ (~~ si~/ Patricia Cruise, Clerk of Council Attachment A-Ordinance 2011-03 Job Description Job Title: Safet Officer Updated: 3/1/2011 Department: FLSA Status: Engineering Exempt Non-Exempt_X_ Reports to: Pay Grade: Grade 8 Town En ineer Job Summary: Implements and may supervise the coordination of the Town's safety training including maintenance of records of such training. Safety Officers should be free to devote proper time and attention as necessary to occupational health and safety matters. The Safety Officer shall have access to all department heads, supervisors and all Town employees, to include: full-time, part-time and volunteer employees. Essential Functions and Duties: The appointment of the "Safety Officer" does not diminish the responsibility of department heads, supervisors or every individual to maintain occupational health and safety standards. The Safety Officer shall act as a focal point for safety matters/issues that may arise. • Maintains the utmost confidentiality in dealing with employees, employee records and business information. • Works with Town Manager/Town Engineer to promote training and safety education to all Town employees. • Reports directly to the Town Engineer any non-compliance, non-safe activity. • Meets with Town Engineer/Town Manager in reference to any employee/department that continues to be non-compliant. • Review any/all accident reports from all departments within the Town. • Assists departments in all accident investigations. • Coordinates the administration of safety education and training programs. • Monitors the Town's compliance with applicable safety and health regulations. • Communicates appropriate safety and health information to all Town departments. • Works with department heads to ensure that all departments are continuing with safety awareness and safe practices. • Conducts periodic health and safety inspections in all Town of Pulaski facilities, with Town crews and Town job sites. • Meets with OSHA personnel as required. If the Safety Officer is absent from duty, the relevant department head(s) shall direct all health and safety issues to the Town Manager. Knowledge, Skills and Abilities • OSHA accident/injury recording requirements. • Familiarity with general investigative procedures and techniques. • Ability to write investigative reports and findings. • Ability to formulate recommendations regarding corrective action. • General knowledge regarding safety practices. Training, Education and Experience: • Training in OSHA Form 300, 300A, 301 recording procedures. • Investigation conduct and techniques of investigation. Special Requirements: • High school graduate or GED. • Must possess a valid driver's license issued by the Commonwealth of Virginia and a driving record acceptable to the Town of Pulaski and its insurance carrier. • Must maintain all required certifications and licenses. • The Safety Officer may be required to travel in order to keep updated on issues, trends and required compliance to laws and regulations. • Travel as required by management and/or law. Physical Demands and Work Environment: Performs duties during emergencies; operates in a highly stressful environment with significant exposure to disabling injuries; requires walking, running, climbing, balancing, stooping, kneeling, crouching and crawling over terrain and buildings.
