ORDINANCE AMENDING THE ZONING REGULATIONS
REGARDING MEDICAL CLINICS AND OUTPATIENT MENTAL HEALTH AND
SUBSTANCE ABUSE CLINICS
WHEREAS, the Town Council of the Town of Pulaski, Virginia has considered it in the best
interest of the public and determined it is consistent with the general welfare of the citizens
to amend the zoning regulations regarding clinics within the Town of Pulaski; and,
WHEREAS, the Town Council of the Town of Pulaski, Virginia has considered the best
interests of the community and its citizens and bases the following amendments to the
Zoning Regulations and Zoning Ordinance upon the public necessity, convenience,
general welfare and good zoning practices;
NOW, THEREFORE be it ORDAINED b~r the Town Council of the Town of Pulaski,
Virginia, sitting in special session this 13 h day of November 2012, that the Zoning
Regulations of the Town of Pulaski are amended as follows:
(1) Section 1100 ("Definitions") of the Zoning Regulations is hereby amended by the
addition of the terms "medical clinic' and "outpatient mental health and substance
abuse clinic" as shown in Attachment A, affixed hereto and made expressly part of
this ordinance.
(2) That listed sections of the Zoning Regulations be amended or added, as shown in
the chart in Attachment B, affixed hereto and made expressly part of this ordinance.
This ordinance is effective upon adoption and is hereby adopted this 13th day of November
2012 by the duly recorded vote of the Town Council of the Town of Pulaski, Virginia as
follows:

ORDINANCE 2012-15
Medical clinic: An establishment in which doctors, dentists, or other practitioners
licensed by the Commonwealth of Virginia provide health care services to clients,
including medical or health-related physical or massage therapy, counseling,
diagnoses, or treatment, exclusively on an outpatient basis. "Medical clinics"
provide outpatient care on a routine basis, and may offer minor surgical care, but
do not provide overnight care or serve as a base for an ambulance service. For
purposes of this definition, "medical clinic" does not include "outpatient mental
health and substance abuse clinics."
Outpatient mental health and substance abuse clinic: An establishment which
provides outpatient services primarily related to the treatment of mental health
disorders, alcohol, or other drug or substance abuse disorders, which services
include the dispensing and administering of controlled substances and
pharmaceutical products by professional medical practitioners as licensed by the
Commonwealth of Virginia.
