A Resolution Urging the Passage of a
State Budget for the 2014-2016 Biennium
WHEREAS, the Virginia General Assembly during the regular 2014 Session has failed to approve a budget for
the 2014-2016 Biennium; and,
WHEREAS, the inability to approve a budget at the state level has resulted in an environment of uncertainty
and concern that is interfering with the ability of local municipalities throughout the Commonwealth to plan,
prepare and adopt their annual budgets; and,
WHEREAS, the failure to approve a state budget would have adverse effects upon local government services,
such as education, public safety and public health, which depend upon state funding, in whole or in part, for
provision of these vital services to citizens; and,
WHEREAS, the continued budget impasse has the potential to adversely impact not only the full faith and
credit of the Commonwealth of Virginia, but also to adversely impact the credit and bond ratings of local
municipalities seeking to finance needed public improvements;
NOW, THEREFORE be it RESOLVED by the Town Council of the Town of Pulaski, Virginia, sitting in regular
session this 7th day of May 2014, that the Town Council does hereby call upon the Governor of Virginia and the
Virginia General Assembly to approve a budget that will ensure the continued functioning of state government
and local municipalities;
BE IT FURTHER RESOLVED, that the issues of contention that have brought the state budget process to a
standstill, be considered separately from the budget in a special legislative session allowing such issues to
receive the full attention of the Governor and General Assembly, without interference with the continued
functioning of the state government and local municipalities.
This resolution is effective upon adoption and is hereby adopted by the duly recorded vote of the Town Council
of the Town of Pulaski Virginia this 7th day of May 2014 as follows:
