A Resolution Supporting Closing the Coverage Gap for Uninsured Town of
Pulaski and Virginia Citizens Utilizing Affordable Care Act (ACA) Federal Tax
Dollars.
WHEREAS, a healthy workforce and community are critical to the economic vitality of
the Town of Pulaski community; and
WHEREAS, nearly one million Virginians under the age of 64 are uninsured, many of
whom are in families with at least one full- or part-time worker who are not provided
health insurance coverage through their employers, cannot afford coverage on their
own or do not make enough to qualify for premium assistance in the federal health care
exchange; and
WHEREAS, these uninsured Virginians receive care which is subsidized by employed
Virginians through higher insurance premiums with providers charging more to the
insured for their own health care and underwriting of uninsured health care by providers;
and
WHEREAS, this cost shifting will continue to rise faster than inflation if the
Commonwealth does not address ensuring more Virginians have access to affordable
health care coverage; and
WHEREAS, reforms in Virginia's current Medicaid program have been completed or are
in process; and
WHEREAS, through 2022, Virginians will send $26 billion to Washington, D.C., through
'mandatory federal Affordable Care Act- related taxes, fees, and provider payment cuts
to pay for uninsured medical coverage in other states; and
WHEREAS, the Commonwealth has a responsibility to recoup these funds to help its
own citizens including the citizens of the Town of Pulaski by developing a financially
sound plan that will ensure Virginia's health care delivery system will have the
resources needed to provide quality services to its community; and
WHEREAS, the Commonwealth has a further responsibility to the 400,000 uninsured
Virginians, including the 1,819 living in Pulaski county (which includes the Town of
Pulaski) who would not be insured under the Affordable Care Act;
NOW THEREFORE BE IT RESOLVED by the Town Council of the Town of Pulaski,
Virginia sitting in regular session this 3~d day of June 2014 that the Pulaski Town
Council supports closing the coverage gap utilizing federal tax dollars for uninsured
Town of Pulaski and Virginia citizens.
This resolution is effective upon adoption and is hereby adopted the 3~d day of June 2014, by the
duly recorded vote of the Town Council of the Town of Pulaski, Virginia as follows:
