HomeMy WebLinkAbout2015-06!' • RESOLUTION 2015-06 AUTHORIZING THE PREPARATION AND FILING OF AN APPLICATION FOR COMMUNITY IMPROVEMENT GRANT FUNDS THROUGH THE VIRGINIA COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM WHEREAS, the Town of Pulaski has previously participated in the Community Development Block Grant (CDBG) program as administered by the Virginia Department of Housing Community Development (VDHCD) in order to address the Town's priority community development needs; and WHEREAS, the Town of Pulaski has identified revitalization of the southwestern corner of the Town of Pulaski as a priority need to be addressed as the Kersey Bottom /Case Knife Road Neighborhood Revitalization Project because of the deteriorated and dilapidated condition of the residential properties in the area, the density and proximity of the residential dwellings to each other representing a public safety hazard in their current condition, and the deteriorated infrastructure in the area; and WHEREAS, the Town applied for and received a CDBG Planning Grant in the amount of $15,000 from VDHCD in FY 2015 to undertake a neighborhood revitalization study to identify needs, develop a proposed improvement program and budget, identify additional funding resources to implement said program, and • conduct the additional work necessary to submit a 2015 CDBG Community Improvement Grant application; and WHEREAS, the Town is eligible for and wishes to submit a 2015 CDBG Community Improvement Grant application for the Kersey Bottom /Case Knife Road Neighborhood Revitalization Project for a total of $1,000,000 to VDHCD by March 25, 2015; and WHEREAS, the Town conducted public and stakeholder meetings, formed a Project Management Team that met on a regular basis; completed a physical needs assessment of the targeted portion of the Kersey Bottom, Case Knife Road, and surrounding properties; conducted a Housing Occupancy Survey of the owner-occupants and tenant-occupants within the targeted portion of the Kersey Bottom and Case Knife Road neighborhood; solicited and received Preliminary Applications for HousingAssistance from owner-occupants and tenant-occupants and preliminary Landlord Participation Agreements within the final delineated project area; solicited and received options to purchase blighted properties within the final delineated project area; had completed a Preliminary Engineering Report and cost estimate for improvements to the water, sewer, and stormwater utilities, repaving of the Pinnacle Street, Loftier Street, Kersey Bottom, and Case Knife Road areas; and had completed a preliminary design and cost estimate for a neighborhood park; and • i' WHEREAS, said needs assessment and surveys identified deteriorating • and dilapidated residential property that is feasible for rehabilitation as a significant problem in the targeted portion of the Kersey Bottom and Case Knife Road area and further identified vacant dilapidated residential property infeasible for rehabilitation as a severe blight and blighting influence on the area and an ongoing threat to public health, safety, and welfare; and WHEREAS, a Kersey Bottom / Case Knife Road Neighborhood Revitalization Improvement Program for physical improvements has been developed by the Town in cooperation with property owners and related stakeholders pursuant to requirements for funding set forth by VDHCD including a report on the estimated housing rehabilitation costs within the final delineated project area; a preliminary Housing Rehabilitation Program Design; an Acquisition and Clearance Plan identifying severely blighted properties for acquisition and demolition; a Preliminary Engineering Report (PER) with cost estimates for improvements to the water, sewer, and stormwater utilities, repaving of the project area; and a preliminary design and cost estimate for a neighborhood park; and WHEREAS, the Town of Pulaski is in receipt of fifteen (15) Preliminary Applications for Housing Assistance from owner-occupants within the final delineated project area indicating an interest in housing rehabilitation of which fifteen (15) or 100.0% represent LMI households made up of thirty-two (32) • persons and two (2) Preliminary Applications for Housing Assistance from renter- occupants within the final delineated project area and preliminary Landlord Participation Agreements from their landlords of which two (2) or 100.0% represent LMI households made up of four (4) persons; and there are twenty-two (22) residential units in excellent condition and/or occupied by non-LMI households as determined by the Housing Occupancy Survey and needs assessment, six (6) vacant units that are severely dilapidated that will be acquired and demolished, thirteen (13) other units that are long term or currently vacant and therefore not eligible for and/or in need of housing rehabilitation, and an additional fifty-seven (57) units where the resident and/or landlord expressed a lack of interest in housing rehabilitation; which sums to a total of one hundred fifteen (115) existing residential units in the final delineated project area; and WHEREAS, the proposed Housing Rehabilitation Program will provide one hundred percent (100%) direct benefit for fifteen (15) LMI owner-occupied housing units/households with thirty-two (32) persons and for two (2) LMI tenant- occupied housing units/households with four (4) persons; the acquisition and clearance of six (6) severely blighted properties containing three (3) housing units which will provide a direct benefit to four (4) housing units/households which will result in homeownership creation; and an indirect benefit for fifty-seven (57) housing units/households remaining after the planned demolitions within the final delineated project area by improving the health, safety, and welfare of • neighborhood residents; and the planned infrastructure improvements will provide an indirect benefit for one hundred (100) housing units/households !' remaining after the planned demolitions within the final delineated project area by • improving the neighborhood living conditions; and WHEREAS, the Town of Pulaski has or will secure commitments of private and non-profit investment of: 1) $314,800 New River Valley HOME Consortium grant funding; 3) $24,625 of volunteer labor for housing construction, neighborhood cleanups, and the construction of a neighborhood park; 4) $41,500 of donated construction materials for housing rehabilitations; 5) $18,000 of Weatherization funding from CHP Energy Solutions; 6) $30,000 of private donations for purchase of playground equipment; and 7) $9,000 in Investor- Owner contribution for a total private and non-profit investment of $437,925; and WHEREAS, the Town of Pulaski will commit to the final delineated project area: 1) $22,000 from its General Fund Budget. for project-related administrative costs, costs associated with neighborhood cleanups, area water system improvements, and design of a neighborhood park during FY 2016, FY 2017, and/or FY 2018; 2) allocation of $185,640 of Town VDOT funds during FY 2016, FY 2017, and/or FY 2018 for street and drainage improvements, 3) a waiver of all project-related residential building permit fees within the area at an estimated value of $7,000; 4) its workforce and equipment for demolition of blighted properties and other structures unsuitable for rehabilitation, assisting with neighborhood clean-up, improving the ditching in the project area, and construction of the neighborhood park at an estimated value of $43,500; for a total Town investment of $260,140; and WHEREAS, the Town of Pulaski has advertised and conducted public hearings on March 3, 2015 and March 17, 2015 which addressed the CDBG program and the CDBG project application, thereby meeting citizen participation requirements; and WHEREAS, the residents and property owners in the targeted portion of Kersey Bottom and Case Knife Road and the Management Team have requested the Town to proceed post haste in resolving the problems identified in the final delineated Kersey Bottom and Case Knife Road project area and in securing necessary funding to carry out the Kersey Bottom /Case Knife Road Neighborhood Revitalization Project. NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Pulaski, Virginia that: 1. The Town of Pulaski wishes to apply fora 2015 CDBG Community Improvement Grant in the amount of $1,000,000 for the Kersey Bottom / Case Knife Road Neighborhood Revitalization Project; and hereby commits a total of $22,000 in Town General Fund Budget funds; $185,640 in Town VODT funds; waived building permit fees of $7,000; • and Force Account resources of $43,500; which when combined with a solicited $437,925 in private and non-profit investment provides all ~ a' funding necessary for a total project cost of $1,698,065 for the purpose • of rehabilitating and substantially reconstructing fifteen (15) residential housing units through a Housing Rehabilitation Program; supporting homeownership creation in four (4) single family residential housing units; providing infrastructure upgrades to water, sewer, street, and flood drainage systems in the delineated project area; constructing a neighborhood park; acquiring and demolishing six (6) blighted properties containing three (3) housing units; and further commits to utilize all remedies available to the Town by the Code of Virginia to force repair or demolition of project area housing not addressed as a part of the Kersey Bottom / Case Knife Road Neighborhood Revitalization Project in order to meet the majority of program-eligible housing rehabilitation and all infrastructure needs and to eliminate the blight/blighting influences in the final delineated project area. 2. The Town hereby authorizes the Town Manager, the Town's chief administrative official, to execute and file all appropriate documents necessary for submission of the Town of Pulaski's 2015 Community Development Block Grant application on or before March 25, 2015 and to provide such additional information as may be required by the Virginia Department of Housing and Community Development. This resolution is effective upon adoption and is hereby adopted this 17th day of March 2015 by the duly recorded vote of the Town Council of the Town of Pulaski, Virginia as follows: Heather L.
