Approving the Governing Documents and Authorizing
The Execution of All Necessary Contract Documents
For the Kersey Bottom /Case Knife Road Neighborhood Revitalization Project
WHEREAS, the Town applied for and has been awarded a FY 2015 Community Development Block Grant-
funded Community Improvement Grant in the amount of$1,000,000 from the Virginia Department of Housing
and Community Development (VDHCD) to undertake a neighborhood revitalization project in the Kersey
Bottom /Case Knife Road Project Area as defined by the grant application; and,
WHEREAS, VDHCD has entered into negotiations with the Town of Pulaski regarding a contract for a Kersey
Bottom / Case Knife Road Project Multi-Year 1 (MY1) grant award of$543,900 as CIG Project#15-15 with a
Multi-Year (MY2) grant award of $456,100 contingent upon meeting certain MY1 project thresholds
determined during contract negotiations;
NOW, THEREFORE, BE IT RESOLVED by the Town Council of the Town of Pulaski, Virginia sitting in
regular session this 16th day of February 2016 that:
1. The Town of Pulaski hereby approves the following documents that will govern the Kersey Bottom / Case
Knife Road Neighborhood Revitalization Project:
a. Members and Bylaws of the Housing Rehabilitation Advisory Board, Kersey Bottom / Case
Knife Road Neighborhood Revitalization Project, including the appointment of the members
indicated therein.
b. Housing Rehabilitation Program Design, Kersey Bottom / Case Knife Road Neighborhood
Revitalization Project.
c. Program Income Plan, Kersey Bottom /Case Knife Road Neighborhood Revitalization Project.
2. The Town Council hereby authorizes the Town Manager, the Town's chief administrative official, to
execute all contracts and other documents necessary for the implementation of the Kersey Bottom / Case
Knife Road Neighborhood Revitalization Project including the pending contract with VDHCD for the MY1
grant award and separate contracts with the previously procured Grant Management Consulting firm,
Community Planning Partners, and a Housing Rehabilitation Specialist, Southeast Rural Community
Assistance Project, currently being procured, each contract to be in the amount included in the previously
approved Kersey Bottom /Case Knife Road Neighborhood Revitalization Project budget.
This resolution is effective upon adoption and is hereby adopted this 16th day of February 2016
by the duly recorded vote of the Town Council of the Town of Pulaski, Virginia, as follows:
