Ordinance Amending the Position and Classification Plan
To Include the Position of Museum Coordinator
WHEREAS, the Position Classification Plan is the official system of grouping positions
within the Town of Pulaski, Virginia into appropriate classes; and,
WHEREAS, the Town Council, in assessing the need for continuity of administrative
support and oversight of the Raymond F. Ratcliffe Transportation Museum authorized,
the Administration to review the possibility of placing a museum coordinator at the
facility; and,
WHEREAS, following the review of the Administration's recommendation, the Council
authorized on September 15, 2015 the addition of the position of Museum Coordinator
to the Position and Classification Plan of the Town of Pulaski with said position to be
under the supervision of the Town Manager's Office;
NOW, THEREFORE be it ORDAINED by the Town Council of the Town of Pulaski,
Virginia, sitting in regular session this 6th day of October 2015, that the Position and
Classification Plan of the Town of Pulaski, Virginia is hereby amended to include the
position of Museum Coordinator as a Grade 8 position, with a salary range of$30,809
to $49,104 as shown in Attachment A-Ordinance 2015-21, affixed hereto and expressly
made a part of this ordinance.
This ordinance is effective upon adoption and is hereby adopted this 6th day of October
2015 by the duly recorded vote of the Town Council of the Town of Pulaski, Virginia as
follows:

Job Summary:
The Museum Coordinator is responsible for overseeing the daily operations of The Ratcliffe
Transportation Museum, in coordination with The Friends of the Ratcliffe Museum Board of Directors
(museum board), a 501(c)3 organization. The Museum Coordinator performs duties in support of the
overall mission of the museum, including assisting the museum board in all daily functions. The Museum
Coordinator is a part-time position under the supervision of the Town Manager as described in the
Memorandum of Understanding between the museum board and the Pulaski Town Council.
Essential Functions:
• Assist in the recruitment of volunteers and ensure the museum is appropriately staffed during the
museum's operating hours as determined by and with assistance from the Friends of The Ratcliffe
Board of Directors;
• Develop and maintain productive working relationships with the museum board and work with the
board to develop and carry out the museum's mission;
• Provide staff support to the Friends of the Ratcliffe Museum Board of Directors;
• Attend all meetings of the Board of Directors and any committees in need of staff support;
• Act as staff liaison between the Friends of the Ratcliffe Board of Directors and the Town Council and
staff of the Town of Pulaski;
• Maintain a high quality of operations representative of the Town of Pulaski's history;
• Assist the museum board in the implementation of the Memorandum of Understanding between the
Town to ensure it is fulfilled by both parties and is reviewed periodically;
• Work closely with museum board to develop and implement any policies necessary to operate a
museum, such as Collections Policy, Exhibits Policy, etc.;
• Oversee the electronic/digital cataloguing system for the Museum and update as necessary;
• Other duties as may be assigned.
Knowledge, Skills and Abilities:
• Results-driven individual with a clear sense of purpose or vision,
• Must have the ability to represent the museum well to a variety of individuals and groups;
• Energetic, self-motivated with excellent work ethic and time management;
• Knowledge of museum standards, best practices and trends and maintain positive attitude;
• Past experience with grant writing is preferred;
• Excellent interpersonal skills and strong leader, networker, clear communicator and conflict resolver
• Strong communication skills including writing, word processing, e-mail and internet
• Values teamwork and works well with a wide range of people
Training, Education and Experience:
Bachelor's Degree or relative experience in appropriate field—history, education, anthropology, museums
(Master's Degree Preferred). Management experience in a small museum or historic house museum.
Skills in strategic planning, development, and management. Should have content knowledge of the Town
of Pulaski's history and be able to speak clearly and accurately about it. Proficiency in Microsoft Office
programs, including Excel spreadsheets and Access databases.
Special Requirements:
Valid Virginia Motor Vehicle Operator's License and demonstrate a driving record acceptable to the Town
and its insurance carrier
Physical Demands and Work Environment
This work requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 50
pounds of force; work regularly requires speaking or hearing, using hands to finger, handle or feel and
repetitive motions, frequently requires sitting and reaching with hands and arms and occasionally requires
standing, walking, pushing or pulling and lifting; work has standard vision requirements; vocal
communication is required for expressing or exchanging ideas by means of the spoken word and
conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to
perceive information at normal spoken word levels and to receive detailed information through oral
communications and/or to make fine distinctions in sound; work requires preparing and analyzing written
or computer data, operating motor vehicles or equipment and observing general surroundings and
activities; work occasionally requires exposure to outdoor weather conditions; work is generally in a
moderately noisy location (e.g. business office, light traffic).
