Resolution Amending the Personnel Policy Regarding
Tuition Reimbursement
WHEREAS, the Town Council seeks to encourage Town employees to acquire new
skills and training to meet the constantly changing requirements, procedures and
processes involved with the various operations of the Town; and,
WHEREAS, the Town Council has determined that it is in the interest of the health,
safety and welfare of the Town and its citizens, for employees to acquire new skills and
training related directly to their duties as employees to increase the capabilities of the
Town to serve and assist.our citizens;
NOW, THEREFORE be it RESOLVED by the Town Council of the Town of Pulaski,
Virginia sitting in regular session this 3rd day of January 2017, that Section 5Q, "Tuition
Reimbursement", of the Town of Pulaski Personnel Manual is hereby amended to read
as follows:
Tuition Reimbursement. Employees are encouraged to continue their education and
training during off/duty non -working hours. Employees are eligible for reimbursement if
approve prior to attendance based on the following parameters:
1) Approval is required by the Department Head and Town Manager prior to enrolling.
Employees are limited to one class per semester and all time spent is considered
personal time and is not counted as time worked.
2) Eligible employees may be reimbursed for tuition and fees, (not to include travel,
books, supplies, meals and other related expenses) upon completing job-related
training/educational courses offered through accredited educational institutions.
3) Approval of any training/educational courses outlined in the personnel policy is
dependent upon appropriate budgeted funds being available.
4) Reimbursement will be made after successful completion of the course and achieving
a C (2.0 grade point) for undergraduate level or a B (3.0 grade point) for graduate
level courses.
5) Employees may be required to successfully complete special training courses as a
condition of employment. Payment for such courses may be considered as part of
employment negotiations and should follow procedures described in this policy.
6) Approval of any training/educational course or degree program that shall meet the
following criteria:
a. Be of necessary and direct value to the Town and relevant to the employee's
general field of work;
b. Be limited to knowledge and skills which cannot be acquired through available
in-service training; and
c. Cover subject matter not sufficiently or recently encompassed in the
employee's previous education and experience, or which the employee
normally would not be expected to know prior to appointment to his/her
present position
7) Eligibility:
a. Regular full time non -probationary employees (unless otherwise specified) shall be
eligible to participate in any training/educational course outlined in this policy.
b. Have a minimum employee performance rating of satisfactory on the employee's
last performance evaluation immediately prior to applying.
c. The employee must accept and agree in writing to an employment
commitment/repayment obligation (remain employed with the Town of Pulaski at least
2 years after the most recent course for which reimbursement was paid). If
employment is terminated within 2 -years, the employee would be responsible to
repay proportionally the amount reimbursed over the previous two (2) years.
This resolution is effective upon adoption and is hereby adopted this 3rd day of January
2017 by the duly recorded vote of the Town Council of the Town of Pulaski, Virginia as
follows:
