Ordinance Amending the Town's Personnel Policy Regarding
Sick Leave Payout for Employees Retiring Under the
Virginia Retirement System
WHEREAS, the Town Council of the Town of Pulaski, Virginia authorized the
Administration to review potential incentives to assist those employees considering
retirement; and
WHEREAS, following study of several alternatives and approaches by the
Administration and discussions with the Town Council, an incentive program to utilize
payout of sick time for employees retiring under the Virginia Retirement System was
proposed, whereby employees would be paid for their sick time up to a set limit as
determined by the incentive guidelines; and,
WHEREAS, adoption of said policy requires the amending of the Town of Pulaski
Personnel Manual by formal action of the Town Council;
NOW, THEREFORE be it ORDAINED by the Town Council of the Town of Pulaski,
Virginia sitting in regular session this 4th day of October 2016 that the Town of Pulaski
Personnel Manual shall be amended as set forth in Attachment A -Ordinance 2016 -13 -
Amendments to the Town Personnel Manual, attached hereto and expressly made a
part hereof as if set forth herein;
This ordinance is effective upon adoption and is hereby adopted this 4th day of October
2016 by the duly recorded vote of the Town Council of the Town of Pulaski, Virginia as
follows.

Amendments to the Town Personnel Manual
1. Section 3 "Employment Process; Subsection O "Separation Pay", Page 3-13.
Benefits:
The employee will receive compensation for any unused benefits (vacation and
compensatory time") as stipulated by this Manual. Depending on the date of separation,
Town health benefits may continue through the end of the month.

Sick Leave Accrual Incentive Program: Upon leaving employment with the town,
employees may receive payment for accrued sick leave according to the following
schedule or they may choose to apply payment for further insurance coverage as set
forth below:
(1) Payment of a set amount per 8 -hour day of accrual, dependent on years of service
according to the following schedule with payout for accrued sick leave not to exceed a
maximum of $5,000; or,

(2) Employees may exercise the option, in lieu of directly receiving the incentive
payment, of applying the incentive funds towards COBRA Health Insurance payments
for up to 18 months.
Employees who leave employment with the Town by electing to enter into th(
yinia Retirement System, the payment of accrued sick leave shall be done by
culating the actual value of the accrued sick leave balance utilizing the emplo
rent hourly wage. The employee shall receive a payment equal to that actual
