Mayor Worrell called the meeting to order at 5:00 p.m.
Mr. Hawley summarized the history regarding the proposed boundary adjustment. He advised that the last
boundary line adjustment occurred on January 1, 1987. During a Council/Staff mini retreat held in thefall of
2005,one of Council's concerns was access to 1-81 and the development of the Route 99 corridor around Exit
94. Additionally at that retreat, the discussion of future revenue was discussed. This began the process of
developing a study for potential changes in the Town boundary. During the summer of 2008, the Town issued
an RFP (Request For Proposals) for consultants to evaluate the feasibility of a boundary change. Tischler Bise
Iwas selected. In February 2009, Councildeveloped a strategic plan that had as a goal to look at potential
boundary changes and also enhancing the major entrances to the Town.
Mr. Hawley added that Pulaski County was given the opportunity to review the RFP/SQ for the consultant. They
were okay with the selection of Tischler Bise. He emphasizedthat this was the only involvement by the County
and that it should not be construed as support for the project. In fact,the County had made it known that they
had received zero support for the proposal. Part of the Tischler Bise contract is to provide the impact to the
County and this will happen later in the process if there is a workable scenario.
Mr. Hawley listed the assets that the Town could provide for future development in and around the Town
including water and sewer. He added that he had recently been approached by a developer asking if the
Town was serious about putting sewer to Exit 94 as he had been in contact with several national chains that
showed some interest in the Exit 94 area. Mr. Hawley commented that at the last PEP meeting,sewer service to
Exits 94 and 89 had been mentioned as well as utilities to the southofthe lake. He added that most planners
will indicate that development follows utilities and that had been mentioned at a recent meeting of the Pulaski
County PSA.
Mr.Hawley introduced Chris Cullinan of Tischler Bise to give a presentation to Council. Mr. Cullinan reviewed
the steps taken to produce the preliminary fiscal impact analysis of the proposed boundary adjustment areas
and reviewed a basic time line and some of the work that Council and staff would have to undertake if they
pursued the project.
Following the presentation extensive discussion ensued.
ICouncilman Welker felt that the next step would be to gather input from the citizens in the areas affected in
the proposed boundary adjustment area.
Mayor Worrell suggested that staff get a few more scenarios from Tischler Bise.

At3:85 p.m., there being no further-discussion, the meeting adjourned on motion by Councilman Clark,
seconded by Councilman Welker and carried on voice vote.
