Resolution by the Town Council of the Town of Pulaski, Virginia in Support of an Application
to the Appalachian Regional Commission FY2019 Program
WHEREAS, the Town of Pulaski desires to submit an application for the allocation of funds through
the Appalachian Regional Commission FY2019 Program, and,
WHEREAS, $500,000 in funds are requested from ARC to support in part the design and construction
sewer system improvements to improve the wastewater system that serves the James Hardie
production facility through the construction of a dedicated pump station, a more direct and shorter
connection of 100 linear feet of force main and about 750 linear feet of gravity sewer collection lines to
an existing force main, and 1 million gallon process wastewater storage tank on site, and,
WHEREAS, additional funding will be provided through other grant resources and Town allocations
making this grant a critical component of the project funding package, and,
WHEREAS, this project proposes to address the national ARC goal of Critical Infrastructure and the
Virginia Objective to "assist communities to develop, expand, and upgrade infrastructure, including
broadband to allow for greater access to resources and opportunities for increased economic growth
and improve the quality of life" (specifically aligned with Strategy 3.2 "Assist water supply and
wastewater treatment projects that will support private investment leading to job creation or
retention"), and,
WHEREAS, this project will ensure the continued employment of at least 70 employees (of whom
51 % qualify as low to moderate income), and
WHEREAS, this project will increase reliability and decrease deterioration of the Town's system
thereby extending its lifespan,
NOW, THEREFORE, be it RESOLVED that the Council of the Town of Pulaski, Virginia hereby
supports this application for an allocation of $500,000 through Appalachian Regional Commission
Program's FY2019 funding.
This resolution is effective upon adoption and is hereby adopted this 2nd day of January 2019 by the
duly recorded vote of the Town Council of the Town of Pulaski, Virginia as follows:
