Resolution by the Town of Pulaski, Virginia in Support of an Application to the Virginia
Department of Housing and Community Development's CDBG Community Economic
Development Fund
WHEREAS, pursuant to two public hearings, the Town of Pulaski intends to apply for $700;000 of
Virginia Community Development Block Grant funds to support in part the design and construction
sewer system improvements to improve the wastewater system that serves the James Hardie
production facility through the construction of a dedicated pump station, a more direct and shorter
connection of 100 linear feet of force main and about 750 linear feet of gravity sewer collection
lines to an existing force main, and 1 million gallon process wastewater storage tank on site, and
WHEREAS, funding is being requested from grant sources and Town allocations, of which this
request is a critical components and such additional sources being sought include Appalachian
Regional Commission Virginia Area Development Fund ($500,000), US EDA Public Works
program ($1,000,000), and the Virginia Department of Environmental Quality revolving grant/loan
fund program ($434,050), and,
WHEREAS, this project will ensure the continued employment of at least 28 employees (of whom
51 % will be will be low -and moderate -income persons); and,
WHEREAS, this project will increase reliability and decrease deterioration of the Town's system
thereby extending its lifespan;
NOW THEREFORE, be it RESOLVED that the Council of the Town of Pulaski, Virginia hereby
supports this application for an allocation of $700,000 through the Community Development
Block Grant Program.
BE IT FURTHER RESOLVED that Shawn Utt, Town Manager, is hereby authorized to sign and
submit appropriate documents for the submittal of this Virginia Community Development Block
Grant proposal.
This resolution is effective upon adoption and is hereby adopted this 3rd day of September
2019 by the duly recorded vote of the Town Council of the Town of Pulaski, Virginia as follows:
