2020 in the Council Chambers of the Municipal Building at 42 First Street, N.W. The Town also
provided a live -cast of the proceedings on the Town's Facebook page.
In attendance were:

1. Call to Order.
The meeting was called to order at 5:00 p.m. by Mayor Collins.
2. Roll Call:
Following the call to order, the roll was taken. Present were: Mayor Collins, Mr. Clontz, Mr.
Dawson, Mr. East, and Mr. Penn. Absent from Roll Call was Mr. Radcliffe and Mr. Reis. With a
majority of Council members in attendance, a quorum was present for the conduct of business.
3. Modification of the Closed Session Agenda
No modifications were requested for the Closed Session.
4. Closed Session
Mayor Collins then requested a motion to go into Closed Session for the following matters:
three items under Virginia Code 2.2-3711 (A) (1), concerning personnel matter involving
appointments of Council Members, staff or citizens to'committees and boards; one item under
Virginia Code 2.2-3711 (A) (3) involving acquisition or disposition of publicly held Town property;
and, one item under Virginia Code 2.2-3711 (a) (8) Consultation with legal counsel regarding a
zoning violation.
Mr. East moved to enter the Closed Session under the Virginia Codes cited. The motion was
seconded by Mr. Dawson and approved on the following roll call vote:

Mr. Reis arrived and entered the Closed Session at 5:06 p.m.
5. Certification of Closed Session
Council returned from Closed Session at 6:31 p.m. Mayor Collins asked for a certification
motion that Council discussed only those items for which it went into Closed Session: three
items under Virginia Code 2.2-3711 (A) (1), concerning personnel matter involving appointments
of Council Members, staff or citizens to committees and boards; one item under Virginia Code
2.2-3711 (A) (3) involving acquisition or disposition of publicly held Town property; and, one
item under Virginia Code 2.2-3711 (a) (8) Consultation with legal counsel regarding a zoning
violation.
Mr. Dawson moved to certify the Closed Session. The motion was seconded by Mr. East and
approved on the following roll call vote:

6. Modifications to the Public Session Agenda
There were no modifications to the Public Session agenda.
7. Welcome to Guests and Visitors
Mayor Collins welcomed guests and visitors to the meeting.
8. Consent Agenda
a. Consideration of October 6, 2020 Council Meeting Minutes
Mayor Collins asked for a motion regarding consideration of the October 6, 2020 Council
meeting minutes.
Mr. Dawson moved to approve the October 6, 2020 Council minutes. The motion was seconded
by Mr. East and approved by the following roll call vote:

Council then moved on to the Round Table Discussion.
9. Round Table Discussion
Mayor Collins asked for comments from the Council.
Mr. Penn and Mr. Dawson said they had no comment.
Mr. East asked if the Christmas lights in Jackson Park could be checked over since they had not
been taken down. Mrs. Burcham responded the lights were still in place when she walked
through the park the previous week. She added that the lights would be checked out to see if
they were lighting properly or if replacements were needed. Mr. East also suggested that there
could be some additions to the lighting especially this year given the situation with the pandemic

Mrs. Burcham responded that there had been discussions concerning a Christmas parade. This
year due to the pandemic, there would be what she termed a "reverse parade" in that the floats
would be positioned on the street and people could drive through to view the floats as opposed
to having a large number of people congregating together. The Town had been working with
various organizations to get the details worked out. Mr. Whitt added that the parade was
normally held on the first Thursday of December and that the Town was working with the
Pulaski County Jaycees.
Mr. East noted that the parade was normally when the park lighting was done, asked how that
was proceeding. Mrs. Burcham responded that the Town would make sure the lights would be
on that evening. She informed Council that work was being done on a Halloween event and
complemented Mr. Whitt on the work he had been doing with a group that was working on a
virtual costume contest based upon categories, not age groups. She thought that a virtual event
would give more people the opportunity to participate. In the meantime the park lights would be
checked out right away.
Mr. Clontz and Mr. Reis had no comments.
10. Reminder of Future Council Meetings, Action on Personnel Appointments and
Adjournment
Mayor Collins said that Council's next meeting would be on Wednesday, November 4th at 7:00
p.m. in the Council Chambers followed by a work session on November 17th at 5:00 p.m.
Following this announcement, Council then took action on resolutions and appointments to
Town boards and committees.
Mr. East moved to adopt Resolution 2020-34 Appointing Members to the Cemetery Trustee
Board and the NRVRC Transportation Committee. The motion was seconded by Mr. Dawson
and approved on the following roll call vote:

Mr. East then moved to adopt Resolution 2020-35 Appointing Town Representatives and
Alternates to the Pulaski County Communications Board. The motion was seconded by Mr.
Clontz and approved on the following roll call vote:

Mr. Penn inquired concerning Mr. Worrell's being representative to the Pepper's Ferry board.
The Clerk reported to Mr. Penn that Mr. Worrell's term did not expire until 12/31/2021.Mrs.
Burcham told Mr. Penn that the Town would talk with the current representative to the Planning
Commission to see if they wished to serve as a citizen. Mrs. Burcham added that Council
looked at only those positions filled by Council members with the other positions to be dealt with
at a subsequent meeting.
There being no further business, Mayor Collins called for a motion to adjourn the meeting. The
motion was made by Mr. Dawson, seconded by Mr. Clontz and approved and approved by
unanimous voice vote at 6:45 p.m.
