Ordinance Amending Chapter 70 of the Town Code to Provide Standards
and Procedures for Naming Streets and Other Public Places
WHEREAS, the Town Council of the Town of Pulaski, Virginia has determined that a policy`
regarding the naming of streets and other public places is needed to accommodate present
requests and future needs; and,
WHEREAS, after discussion and review of other municipalities provisions and procedures for
naming streets and other public places, the Town Council directed that a policy be drafted and
upon Council's approval placed within the appropriate chapter of the Code of Ordinances -Town
of Pulaski Virginia;
NOW THEREFORE be it ORDAINED by the Town Council of the Town of Pulaski, Virginia this
1 st day of December 2020, that Chapter 70 of the Code of Ordinances -Town of Pulaski be
amended to include provisions and procedures for naming streets and other public places as
shown in Attachment A -Ordinance 2020-11, affixed here to and made expressly part of this
ordinance as if set forth herein.
This ordinance is effective upon adoption and is hereby adopted this 1st day of December 2020
by the duly recorded vote of the Town Council of the Town of Pulaski, Virginia as follows:

Article V. Naming of Streets, and other Public Lands and Public Facilities
Division 1. Naming Public Lands and Public Facilities
Sec. 70-170. Definitions.
The following words terms and phrases, when used in this chapter, shall have the meanings
ascribed to them in this section, except where the context clearly indicates a different meaning.
Public Land means lands which are owned or controlled in use by the Town of Pulaski. These
lands may be within or outside the corporate limits. Examples include, but are not limited to
parks, open space and plazas.
Public Facilities means physical facilities owned or controlled in use by the Town of Pulaski.
Examples include: streets, buildings, bridges, rooms, and parks.
Sec. 70-171. Authority.
The -authority to name public lands or public facilities shall be vested solely in the Town Council,
who shall exercise said authority as set forth in this article.
Sec. 70-172. Naming Criteria.
Town of Pulaski public lands and public facilities may be named after persons or after a place or
location, or after an event that has created an important legacy or achievement. A person's
name is eligible for consideration one year after their death. The following criteria may be used
by the Town Council in determining the appropriateness of the naming designation:
• A noteworthy public figure or official;
• A person, place, or event of historical or cultural significance;
• Special benefactor(s);
• A person, group, place or feature, particularly identified with the public land or public
facility;
• Exception to the naming criteria may be approved by Town Council if an occasion to
recognize the outstanding contributions of a living person is determined.
Sec. 70-173. Procedures.
(a) Initiation of proposed name.
(1) Preliminary consideration of naming proposals by Town Council may be initiated
by any citizen, Town board, Town Commission or elected or appointed official.
Naming proposals for public facilities that have not originated from a Town board
or commission shall be presented to the Town Council through the Town
Manager. The Town Council may consider directing the request to an appropriate
board, commission, or special task force for public input and review.
(2) The Town Council will solicit public input prior to making a decision on a naming
request not assigned to a committee or task force for preliminary review.
Requests reviewed by a committee shall provide for public input during a public
meeting with opportunity provided for citizen input following meeting
advertisement.
