1. Mayor called the Meeting to Order at 6:00 p.m. and asked for a roll call

Also present were Darlene Burcham, Town Manager and Spencer Rygas Town Attorney.
2. Mayor asked for a motion to go into closed session for the following items:
VA. code 2.2-3711(A) 8 (3 items) — consultation with legal counsel.
VA code 2.2-3711(A) 3 — (1 item) acquisition/disposition of publicly owned property.
Motion was made by Mr. Clontz to go into closed session, seconded by Mr. Reis.

7.01 p.m. Public Session
3. Certification of closed session. The Mayor requested a certification motion which was made by
Mr. Clontz, seconded by Mr. Reis that only the following items were discussed:
VA code 2.2-3711 (A) 8- (3 items) — consultation with legal counsel.

Ordinance 2021-29 Amending Chapter 34, Community Development of the Town of Pulaski VA
Code of Ordinances.

8. Presentations:

A. Captain Michael Hudson announced two promotions within the Police Department. Corporal
Dustin Jones and Corporal Paula Linkous.
B. Terri Fitzwater Palmore — Color Me Cameron 5K Run — Mrs. Palmore discussed the 2022 Color
Me Cameron 5K Run and provided a detailed map of the route. Mrs. Palmore informed council
that all colors used are ecofriendly and hoped that the Town will still support this activity since
it has been held in the town each year on the first Saturday in April since 2014. Mr. East
commented on the significance of the event and voiced his support.
9. Public Hearings:
A. VDOT Grant Funds for Randolph Avenue. Resolution 2021-52. — Mrs. Burcham
informed council we will be using the appropriated funds to repave Randolph Ave to the county
line in the spring. There are no match requirements for this funding. Mayor opened public
hearing/Mayor closed public hearing. A motion was made by Mr. Reis and seconded by Mr. Penn
to approve the resolution.

B. Ordinance 2021-27 Rezoning 421 N. Washington Ave from B-2 to General Business to
R -O Residential Office. Mr. Brady Deal reported that Shah Development had owned the
property for 4 years and feels rezoning would be beneficial to access residential provisions. The
property is surrounded by residential office zoning parcels.
Mayor opened the Public Hearing
Mrs. Kullos resides at 27 NW 5t' Street stated her neighbor had received a notice of the
proposed rezoning, and that she had not and lives right next to the property. She asked that the
vote be tabled until the next meeting when she has had an opportunity to review all the
information. Mr. Deal assured her that he would look into why she hadn't received a letter but
that all adjacent property owners were sent letters for both the Planning Commission and Council
public hearings.
Kevin Conner, a representative from Shah Development, stated that there is no final plan for the
property. but 2 options being considered are market rate housing or office space.
Mayor closed the Public Hearing. Mr. Radcliffe made the motion, Mr. East seconded to approve
the rezoning.

C. Ordinance 2021-28 -Special Exception for Catering, Daycare center Bakery and Museum
at 1 Corbin Harmon Drive. Mr. Deal indicated this project is the adaptive reuse of the Calfee
School to allow uses as a daycare center, catering, bakery and museum.
Mayor opened Public Hearing/Mayor closed Public Hearing. Mr. Clontz made the motion,
seconded by Mr. Radcliffe to approve the special exception.

9. Ordinance 2021 -29 -Amending Chapter 34 Community Development code for the Town of
Pulaski. Town Manager Darlene Burcham recommended the change due to certain provisions
being outdated, and indicated staff would provide replacement provisions at the next meeting.
Mr. East made the motion, Mr. Radcliffe seconded to approve the amendments

10. Public Comment: Mr. Marc Le blanc expressed his concerns about the planters in the
courthouse parking lot and recommended more trash cans where there is a high volume of
walking traffic. He also was curious about the property on E Main owned by AEP and would
like to have a pickle ball court there. Mrs. Burcham let Mr. Le Blanc know that she shared his
concerns and noted that the town hopes to lease the parking lot from the County and make
improvements. She also indicated that staff would check the need for additional trash
receptacles but noted that since the pandemic folks were reluctant to pick up trash on the
ground. She reported that the site on E Main was not suitable for development without
significant costs, but that the staff was looking at resurfacing one of our tennis courts for pickle
ball use.
11. Consent of Agenda November 16th Council Meeting Minutes. On a motion made by Mr.
Clontz, seconded by Mr. Reis, the minutes were unanimously approved on a voice.
12. Resolution 2021-53 — Policy on waiver of penalty & interest on tax sale properties.
Mrs. Burcham stated that after the_ county tax sale two individuals who purchased properties
requested having the penalties and interest waived. The proposed policy will reimburse those
costs if improvements are made to the purchased property within two (2) years of the purchase
date. The owner must be current with all taxes and reimbursement will be capped at $1000.00.
There will be no waiver of the taxes.

13. Resolution 2021-54 — Appointment of Jeffrey Worrell as a representative to the PFRTWA.
Mr. East made the motion and Mr. Reis seconded to approve the appointment.

14. Council Comments: Mr. East commented on how nice the Christmas lights look; also, on the
new K-9 cards. Mr. Radcliffe expressed his pleasure with the Town staff and the outstanding
job they are doing. Mr. Reis said the sewage odor seemed much better; he inquired about the
continued education on the lead issue. Mrs. Burcham reported that David Peyton had done an
interview on Facebook. Mr. Reis suggested continued airing of the video.
15. Manager's Report: Mrs. Burcham shared a chart on the water level reservoir and indicated
with the rain and snow season upon us the level was reasonable given the past levels. Another
concern raised at the last meeting was the piles of trash on Washington Ave. Mrs. Burcham
spoke with the PSA office and found there is a complicated procedure when it comes to
picking up large trash piles. The Customer needs to fill out required paper work for a roll off,
it is then delivered, must be filled by the owner before they will pick up. Once that is done the
customer is billed for the tonnage. In the past the town had a truck pick up trash and we billed
the property owner. The Manager's goal in the upcoming budget year is to acquire the
necessary equipment to eliminate waiting for the PSA to pick up. She also reported that the
brush site on East Main is getting minimal use, so as of January it will only be open the 1"
Saturday of each month. The Manager recommended canceling January 4t' meeting.
