Tuesday October 19, 2021 .
1. Mayor called the Meeting to Order at 5:30 p.m. and asked for a roll call

Also present were Darlene. Burcham, Town -Manager and Spencer Rygas Town Attorney.
2..Mayor asked fora motion to go -into closed session for the following items:
VA code 2.2-3711.(a) 5 discussion of prospective business 'or industry -where no -previous
announcement has been made.. VA code 2.2-3711 (a) 8 -. Consultation with legal
regarding specific legal matter requiring legal .advice by such counsel.' VA 0-6de.2.2-3711 `(A)
Discussion on-a.personnel matter. VA Code 2.2371 1'(A) 1-.3 acquisition or disposition of
publicly. held: real property.
Motion was made by Mr. Penn to go into closed session, seconded .by, Mr.. Clontz: .

1 Certification of closed session. The Mayor requested.a certification motion which was made -by
Mr. Dawson,'seconded by Mr. Clontz that only the.following items were discussed:.

6. Special Introductions. Police Chief Jill Neice introduced two new hires. First was Ms. Sonia
Ramsey, our Community Resource Specialist. Ms. Ramsey spoke about wearing parple'to

represent -Domestic Violence on Thursday. The nextwas Sergeant Dickerson. and Juneau, our new
K9 dog. Sergeant infom 1 ed council about the training required for Juneau...
7. Consent of Agenda: Mr. Clontz made a motion which was seconded by Mr. East to -approve the
minutes of.September 21..200I.

Chairman Meyer call the Planning Commission to order and had a' 11 call of members present:

8. Mayor. opened hearing. on behalf of council joint
Chairman Meyers opened the public hearing for the Planning Commission
A: Case 2021-07SE Request for Special Exception -3uokyard/Automobile Graveyard , at 535
and 609. Commerce. Street. .
Mr. Brad y.D.eal.presented Case 2021-07SE Request for. Special Exception-Junkyard/Automobile
Graveyard.at535 and 609,Commerce St. The vacant -lot will.be used.for storage of vehicles that
have been towed. Mr.. Gibas and Mr.' Dalton are -aware that the property will need to have
screening on the front to keep the wrecked vehicles out -of view:: The special exception is:for this
business!" Good Ole. Boys Towing and Recovery": When it leaves the property the special
exception will be null.and void.
Mr..Joseph Goodman expressed his views on vehicle graveyards andasked if there are time limits
on the storage and can they be used for.boats and RVs. .
: Mr. Deal' -informed Mr. Goodman -that there is no .time limit on storage. -.Mr.. Deal said he would
look into the'boat and RV issue further.
9. Mayor. -Closed Public. Hearing.
Mr. Meyer closed, the Planning Commission's public hearing.
B. Case, 2021 -08RZ to rezone 1Corbin Harmon Drive from R- Two Family Residential toR-
O Residential Office District.
Mr._Brady Deal .presented the re -zoning requesf of. the Calfee School. The building will be used
for. child care, a museum, open kitchen and office space.

Ms. Jill Williams and Mr. Joseph Goodman represented the applicant.
The Mayor closed the public hearing as there were no speakers.
Chairman. Myer closed the public hearing. The Planning Commission then left the
Chambers.
:12. Resolution 2021-55. Authorizing the Town Manager to Execute'a Project Administration,
Agreement with VDOT for Paving on Randolph Ave. Motion was made by Mr. Penn seconded
by Mr. Dawson:

13..Council-Comments:. Mr. Penn suggested that the Town follow;Pulaski County.and.move Trick
or Treating' -to Saturday October 30. Mr. Dawson mentioned how Pulaski. Police"Department
officers on bikes have patrolled the areas of Twin Oaks and across Peppers Ferry Rd. on
Halloween and hoped that it would continue this year. Mr: East also complimented Pulaski Police
Department on their efforts in the Town of Pulaski as a whole and asked for a future work session
about policing and cameras. Mr. East inquired about. further discussion=of two-way streets and
four-way stop signs. Mrs. Burcham_ said she thought council agreed to -moving in -this direction at
a previous meeting but would schedule time to discuss at a future meeting.
Mr. Radcliffe requested a discussion at the next meeting on naming of the skate park/basketball
court using names of local people. Mr. Radcliffeasked about the Employee Holiday Dinner.

Mayor Collins mentioned. that people were upsetwith having -to go to two different jurisdictions
:.,.to pay-taXes and asked if we come up with a single point for'payments: He also suggested better
signage and' consideration of location of signs from Gatewoo&Park.
14:.Manage r Report: Mrs. Burcham informed council of the plans for Halloween by. downtown
businesses:.
At this point, Mr. Deal .returnedto the meeting to provide the. Planning_ Commission's
recommendations on the two public -hearings.

Mrs: Burcham resumed her report and: discussed the lighting issue during the Fire Parade,
indicating she has directed staff to get additional street lights on our, major.corridors. Mrs.
Burcham: briefly discussed the: region's progress on passenger rail:and indicated;a resolution
officially authorizing the Town's participation in the authority. will be part of -the next council
meeting. agenda,
