1. Mayor called the Meeting to Order at 5:30 p.m. and asked for a roll call.

2. Mayor asked for a motion to go into closed session for the following items:

4. Modification of Agenda. Mr. Reis made a motion to modify the agenda to include Resolution 2022-
10, seconded by Mr. Dawson.

5. Presentation - Resolution 2022 -09 -Honoring David N. Quesenberry Upon his Retirement from the Town of
Pulaski. The Mayor read the resolution and then requested a motion to approve. Mr. East made the motion,
seconded by Mr. Penn.

6. Consent Agenda - Minutes of March 01, 2022. A motion was made by Mr. Reis, seconded by Mr. Clontz to
approve the minutes.

7. Public Hearings: Ordinance 2022 -03 -Rezoning property on Bob White Blvd, and Newbern Rd. from B-2
General to R-2 Two Family. Mr, Brady Deal informed council that these 16 parcels are zoned B-2, with 12
of them containing residential structures. The remaining lots are suitable to accommodate residential
development, but are nonconforming which would prevent residential development. This rezoning will
change the current land use from B-2 to -R-2 to match the current land use. The Planning Commission
voted 4-0 to recommend approval of this rezoning. All the residents in this area had no problems with the
rezoning.
8. Mayor Opened Public Hearing, then Closed Public Hearing as there were no speakers.
Mr. Dawson made a motion to adopt Ordinance 2022-03, seconded by Mr. East.

Resolution -2022-07 Budget Resolution Appropriation Capital Budget
Mrs. Burcham stated accounts that were left dormant with the state LGIF program were recommended for
appropriation and this last one for $234,580.64 is recommended to be appropriated to the capital budget
where it can be used for multiple one-time expenditures.
Mayor Opened Public Hearing, then Closed Public Hearing as there were no speakers.
Mr. Reis made the motion to adopt Resolution 2022-07, seconded by Mr. Penn.

Resolution- 2022-08 - Approving Purchase of Property.
Mrs. Burcham informed council of two properties that the town is interested in purchasing, one on Pierce
Avenue which is part of our efforts with the Acquire, Rehabilitate, Sell Program, with program income from
a Community Development Block Grant. The other property is 3012 Lee Highway, which contains about 20
acres, will use the funds appropriated into the capital budget.
9. Mayor Opened the Public Hearing, then closed Public Hearing, as there were no speakers. Mr. East made
a motion to adopt Resolution 2022-08 Purchase of Property, seconded by Mr. Radcliffe.

10. Presentation - FY 21-22 Revenue Update -Jackie Morris Finance Director
Jackie Morris presented to council the current status of the fiscal year revenues that are in line with where
we should be. There has been a drop in the purchase of cigarette stamps. Mrs. Morris stated two
employees from Finance went to each establishment in town to ensure all stores are operating the
program within the guidelines. Mrs. Burcham stated that Pulaski County delayed initiating the tax and
joined the Mount Rogers group so they are in a regional tax system. Mrs. Morns informed council that
we may need to raise the convenience fee during the budget so that the town would at least break even.
Mrs. Morris also stated that it has been much easier working with all the department heads now that they
have a better understanding of the budget.
11. Resolution 2022-10 -Appointing Darlene Burcham as Acting Clerk of Council.
Mr. East made a motion to approve the appointment of Mrs. Darlene Burcham as Acting Clerk of
Council, seconded by Mr. Dawson.

12. Council Comments- Mr. Radcliffe thanked Spencer Rygas on the wonderful job he did while they
were in Richmond on the Academy issue and requested a letter of thanks to be sent to Delegate Marie
March for all her efforts, as she went above and beyond for our police department. Mrs. Burcham
said that she spoke to Marie March's aide and there will be a meeting soon in Pulaski on the issue.
Mayor Collins stated that we should look into hiring someone to do the mowing for the town. Mrs.
Burcham said that our code enforcement officer; Carla Hodge, was in the process of sending out
letters to business owners to remind them of their responsibility to mow their property to the curb.

13. Manager Report- Mrs. Burcham advised council that for the first time in 3 years all 4 filters were
running at the Water Treatment Plant, and that was accomplished with ARP A funds. Some
additional improvements will be done in this coming budget with the goal of going to a 24/7
operation of the plant. The staff is in the process of paving numerous non -eligible neighborhood
streets, and we will be going to a twice a year paving schedule for use of VDOT paving funds. The
audio quality of council meetings continues to be an issue. Two companies will be providing us with
an estimate on how to improve the sound. Mrs. Burcham also shared with council the
commendations of the Pulaski Police Department and Fire Department on two recent situations,
recognizing individuals who went above and beyond the call of duty; The fire at Washington Square
Apartments # 922 on 2/26/22.

The other incident was on 2/14/22 at the James Hardie Plant. A disgruntled employee entered the
building with his personal vehicle and struck a wall. The Pulaski Police Department responded and
the following personnel, with no regard for their own safety, entered the building to search for the
suspect. The officers focused on protecting and evacuating the building. The suspect was
apprehended without further incident.
