Mayor asked for a motion to go into closed session to discuss the following items: a. VA Code 2.2-3711 (a) 1 (1 item)- Consideration of prospective candidates for appointment. b. VA Code 2.2-3711 (a) 7 (1 item)- Consultation with legal counsel regarding specific legal matter. The motion was made by Mr. Clontz and seconded by Mr. Reis. Lane Penn- Aye Brooks R. Certification of closed session- The Mayor asked for a motion to certify that only the following items were discussed: a. VA Code 2.2-3711 (a) 1 (1 item)- Consideration of prospective candidates for appointment. b. VA Code 2.2-3711 (a) 7 (1 item)- Consultation with legal counsel regarding specific legal matter. Modification Public Session- No modifications were made. 5. Resolution 2022-16- Honoring Marine Corporal Lewis Kenneth Bausell, Medal of Honor Recipient. The Mayor read the resolution. Reis- Aye Page 1 of 3 / May 17, 2022 6. Resolution 2022-17- Recognizing National Police Officers Week, May 16- May 20, 2022. The Mayor read the resolution. The motion was made by Mr. East and seconded by Mr. Penn. Lane Penn- Aye James A. Radcliffe- Absent Brooks R. Dawson- Aye G. Tyler Clontz- Aye Gregory East- Aye Michael P. Reis- Aye The Mayor presented the resolution to Lt. Sarah Grim of the Pulaski Police Department. 7. Resolution 2022-18- Recognizing National Emergency Services Week, May 16- May 20, 2022. The Mayor read aloud the proclamation. A motion was made my Mr. Dawson and seconded by Mr. Reis to adopt the resolution. Lane Penn- Aye Brooks R. Dawson- Aye Gregory East- Aye James A. Radcliffe- Absent G. Tyler Clontz- Aye Michael P. Reis- Aye 8. Resolution 2022-19- Appointing Caroline Smith as Zoning Administrator effective April 25, 2022. The motion was made by Mr. Reis and seconded by Mr. Clontz. Lane Penn- Aye James A. Radcliffe- Absent Brooks R. Dawson- Aye G. Tyler Clontz- Aye Gregory East- Aye Michael P. Reis- Aye 9. Public Hearing- The Town Manager presented the general, water, and sewer fund budgets for the fiscal year 2022-2023 that accurately reflect the town's costs for doing business in the most efficient and effective manner. She mentioned the attention new developers from outside the area are giving the town as they seek opportunities to do business which will bring new residents and new opportunities for current residents. The general fund budget has grown 4.2% as the result of increased local taxes, including, meals, lodging, personal property, business licenses. The budget anticipates raising the minimum wage for hourly employees to $15/ hr effective July 1, 2022 with a cost of living adjustment of $2,000 for every 40 hour a week employee. Also mentioned was the implementation of a merit pay system of 0-3% on the employee's anniversary date, following a formal performance review. Also proposed to the Town Council were the town's water and sewer fund budgets and the addition of two full time filter plant operators, allowing the plant to operate 24/7, which will prolong the life and efficiency of the town's water filtration system. Mr. Clontz questioned the proposed rates for the building permits and was informed there would no negative effect on the budget if those rates were put on hold for another year. Mr. East commended staff on effective way the budget was presented to the public and stated he supported the implementation of the merit pay system. Page 2 of 3 / May 17, 2022 Mr. Reis commented on the possibility of combining tiers in the water rates with every tier having the same dollar increase instead of a percentage increase. The Mayor then opened and closed the public hearing as there no speakers. 10. Consent Agenda- Minutes of May 3, 2022. The motion was made by Mr. Clontz and seconded by Mr. Dawson. Presentation- Jeff Conner, Fire Chief, presented the council with the Career Development Plan for paid staff. The program is voluntary and is designed to recognize and reward employees for their training and job-related achievements, maximize employee potential, and promote growth and development within the department. Pulaski Fire Department is the only paid fire department in the county and volunteers and paid staff are supportive of plan. 12. Council Comments- Mr. Penn, Mr. Dawson, and Mr. Reis all commended the Finance Department for the hard work of the 2022-2023 general, water, and sewer fund budgets. Mr. East reminded Council of the Music and Merchants Festival on Saturday, May 21 from 3-9 p.m. Mr. Clontz commented it's nice to see the new skate park and basketball court being set up. 13. Manager's Report- The new skate park will be completed within the next day or so and fencing for the basketball court will be installed later this week. Striping for the court and current tennis courts on 6`h street for pickleball will begin soon, along with the installation of signage for the new parks. The Town Manager presented Council with the four playground designs, with assembly of those playgrounds starting within 16 weeks. The purchase of all the playground equipment simultaneously resulted in a significant reduction in total cost. She mentioned there will be lots of excitement over the next several months with the addition of these new opportunities to our outdoor areas. 14. Reminder of future Council Meeting: June 7`h, 2022; Closed Session at 6:00 p.m.; Public Session at 7:00 p.m. There being no further business, the meeting adjourned at 7:54p.m. Approved: W.
