Mayor asked for motion to go into closed session to discuss the following items: a. VA Code 2.2-3711 (A) 3 (2 items)- Acquisition/disposition for real property b. VA Code 2.2-3711 (A) 8 (2 items)- Consultation with legal counsel c. VA Code 2.2-3711 (A) 1 (1 item)- Consideration of candidates for appointments d. VA Code 2.2-3711 (A) 6 (1 item)- Consideration of investment of public funds where competition or bargaining is involved. The motion was made by Mr. Dawson and seconded by Mr. Penn. The Mayor asked for a motion to certify that only the only items were discussed. a. VA Code 2.2-3711 (A) 3 (2 items)- Consideration of acquisition/disposition for real property b. Mr. East gave the invocation. 6. Modification of Agenda- No modifications were made. 7. Guests and Visitors- The Mayor welcomed two residents that were attending the meeting as well as the viewers online. The Town Manager introduced Trey Peace, new Economic Development/ Planning Manager for the Town. Trey made some brief comments on his educational background and his eagerness to work with the Town. Page 1 of 5 / June 07, 2022 8. Public Hearing- Resolution 2022-21 Donation of Property to Alquist 3-D Printing. The Town Manager gave a report regarding property being donated to Alquist 3-1) Printing for the construction of the first 3-1) printed homes. The building of two homes has brought interest from Town Managers in the area and will help make housing more affordable. The Mayor opened and closed the public hearing as there were no comments. Tyler Clontz- Aye Michael P. Reis- Aye 9. Resolution 2022-22 Resolution Adopting 2022-23 General Funds. The Town Manager reported an increase of 4% which is half of the inflation rate the Town is currently experiencing. The community is being looked at for additional economic development and staff is excited about and looks forward to a successful 2022-2023 year. Tyler Clontz- Aye Michael P. Reis- Absent 10. Resolution 2022-23 Resolution Appropriating Fund for the Capital Improvement Plan. The Town Manager presented the five-year Capital Improvement Plan with the first year being funded with ARPA funds. This five-year plan will reduce the costs of future infrastructure expenditures. The ARPA funded projects will be need to be completed by 2024. A motion was made by Mr. Radcliffe and seconded by Mr. Clontz to approve the resolution. Lane Penn- Aye Brooks R. Dawson- Aye Gregory C. The Town Manager gave a brief description on the increase of pay/plan changes for part-time and full-time town employees geared to retaining current employees as well as being more competitive in the job market. Tyler Clontz- Aye Michael P. Reis- Absent Page 2 of 5 / June 07, 2022 12. Ordinance 2022-05 Amending Chapter 2 of the Code of Ordinances. The Town Manager reported the Town is charged a fee by the bank for the use of a credit card for payment of what is due to the Town. The recommended convenience fee of 2.3% will be added to the consumers bill if a credit card is used as the payment method. The convenience fee is the same amount the County has implemented on credit card charges. A motion was made by Mr. Penn and seconded by Mr. East to approve the Ordinance. Lane Penn- Aye Brooks R. The Town Manager reported the fee schedule for Water Services follows the recommendation of the consultant from last year for a three-year increase to build reserves and debt coverage. Tyler Clontz- Aye Michael P. Reis- Absent 14. Resolution 2022-25 Resolution Adopting 2022-2023 Water Fund. The Town Manager reported the budget for the Water Fund includes two additional staff for the Water Filtration Plant which will allow the Plant to operate 24/7 reducing overtime expenses and increasing operation efficiency. Reis- Absent 15. Ordinance 2022-07 Ordinance Setting Charges for Sewer Service. The Town Manager explained the sewer charges as part of the three-year approach, like with the water fund, to improve the stability of the operating system, developing appropriate reserves and debt coverage. Tyler Clontz- Aye Michael P. Reis- Absent 16. Resolution 2022-26 Resolution Adopting Sewer Fund. Page 3 of 5 / June 07, 2022 The Town Manager described the ongoing operation of the sewer system and noted that there is a significant amount dedicated for payment to the Peppers Ferry Service Authority for treatment of sewage. Tyler Clontz- Aye Michael P. Reis- Absent 17. Resolution 2022-27 Resolution Appointing Several Representatives to Boards. A motion was made by Mr. East and seconded by Mr. Clontz to adopt the resolution. Lane Penn- Aye Brooks R. Dawson- Aye Gregory C. East- Aye James A. Ratcliffe- Aye G. Tyler Clontz- Aye Michael P. Reis- Absent Mr. East commended the Town for a well-done, realistic, and detailed budget for the 2022-2023 year. Mr. Radcliffe commented that the updated classification plan is overdue and he looks forward to a more competitive employee market. 18. Public Comment Dan and Jill Love presented the Council with their concerns on Randolph Ave, specifically, The Randolph House. Their concerns focused on the building being used for extra -curricular activities and the appearance of the building for the neighborhood. The Loves requested an increased police presence in the area and requiring the new owner to do upkeep on the building. Mr. East commented that the building is unsightly. The Town Manager stated the new owner, from Lynchburg, has not presented any plans for the building, but the owner will be contacted for such plans as well as requiring upkeep on the building. The Police Department will be made aware of the situation. 19. Consent Agenda- Consideration of May 17, 2022 minutes. A motion was made by Mr. Clontz and seconded by Mr. Dawson to approve the minutes. Lane Penn- Aye James A. Ratcliffe- Aye Brooks R. Dawson- Aye G. Tyler Clontz- Aye Gregory C. East- Aye Michael P. Reis- Absent 20. Council Comments Mr. Dawson commented on the Music and Merchants Festival. He commended Chris Conner and Pulaski on Main for the fantastic way of showcasing Pulaski. Mr. East requested a new flag be placed at Jackson Park, as the current one is frayed. Mr. Radcliffe proposed naming a stretch of the street by the Sher -riff s Office after a former Sheriff, Frank Conner and asked that the matter be discussed at the next Council Meeting. Mr. Radcliffe also praised the Town Staff on the 2022-2023 budget. Page 4 of 5 / June 07, 2022 Mayor Collins has gotten resident complaints on the height of the grass behind a business and the grass height in the median of Rt. 11 near Walgreens. Mayor Collins also mentioned the need to check the trestle lights at the skate park. 21. Manager's Report The Town Manager thanked Council for their approval of the 2022-2023 budget, as it is a real opportunity to grow our community. There will be another opportunity for people to see our Town and as well as benefit our citizens, with the installation of two charging stations for electric cars on First Street and Washington Street. These stations are being paid for with ARPA funds. The finishing touches for the Skate Park are near as the town waits on signs before an official opening. She also reported that the mountain bike trail should be installed in early August. Ms. Burcham also reported the Fire Chief will be presenting two police officers, Detective Jamie Brown and Lieutenant Sarah Grim, with a commendation in recognition of their response to a residential fire. The Police Officers, along with two firefighters and the Fire Chief, removed an occupant from the burning home. Mr. East praised the two departments for working together so well. 22.
