1. Mayor called the Meeting to Order at 5:04 p.m. and asked for a roll call.

2. Mayor asked for a motion to go into Closed Session to discuss the following items:

contractual matter
c. VA Code 2.2-3711 (A) 1 (1 item)- Consideration of candidates for appointments
d. VA Code 2.2-3711 (A) 7 (1 item)- Consultation with legal counsel

4. Modification of Public Session- No modifications were made.

5. Public Hearing- Resolution 2022-31 Line of Credit Appropriation
The Town Manager gave a report regarding two lots purchased from a delinquent tax sale
for the construction of new homes and an appropriation of funds from Freedom First to
the ARS Program. This resolution establishes the line of credit with Freedom First in the
amount of half a million dollars. The Town would draw the line of credit to pay for the
construction and once the home is sold the line of credit would be paid and any proceeds
would be used to purchase additional property for the next home. These homes will be for
first time home buyers and will have advanced education about being a home owner
using the local Community Action Agency. The lots were purchased using previous
community development grant "program income".
The Public Hearing was opened and closed as there were no speakers.
A motion was made by Mr. Reis and seconded by Mr. Dawson to approve the resolution.

6. Resolution 2022-32 Line of Credit ARS Program
The Town Manager reported that the bank needs a resolution stating the Town Manager's
authority to secure the line of credit.
A motion was made by Mr. Reis and seconded by Mr. Radcliffe to approve the
resolution.

7. Resolution 2022-23 Resolution for the Street Naming of Sheriff F.R. Conner
A motion was made by Mr. Penn and seconded by Mr. Radcliffe to approve the
resolution.

Following the vote, the Town Manager displayed the street sign that had been prepared
for installation on the street.
8. Ordinance 2022-11 Amending Section 22-33 and Adding Section 22-40 to the Code of
Ordinances

The Town Manager reported the need for penalties to be added for failure to obtain a
business license.
A motion was made by Mr. Dawson and seconded by Mr. Penn to approve the ordinance.

9. Resolution 2022-34 Authorizing the Issuance of the Sale of a General Obligation and
Water and Sewer Revenue Bond
The Town Manager reported this is the first step toward issuing bonds for the Brookmont
Project. The project is the result of a joint consent order with the County when the Health
Department identified aging water supplied by the town to the county. This project will
install a larger tank to eliminate several smaller tanks around town. The PSA wants to
increase the height of the new tank at their cost. The project will have tremendous
benefits to the entire water system.
A motion was made by Mr. Radcliffe and seconded by Mr. Penn to approve the
resolution.

10. Consent Agenda- Consideration of June 21, 2022 Town Council Minutes
A motion was made by Mr. Dawson and seconded by Mr. East to approve the minutes.

11. Council Comments
Mr. Dawson was thrilled to see the new Skate Park being used so frequently and is
excited to see the progress on the Mountain Bike Trail.
Mr. Radcliffe questioned if trees around the town could be cut back that are obstructing
side- walks and street signs. Ms. Burcham stated depending on where trees are located
the maintenance of those trees may fall on the property owner. She requested
Councilmembers let Public Works know specific areas that need to be cut.
Mr. Reis questioned the maintenance of retaining walls and sidewalks. Ms. Burcham
asked for specific addresses to identify the ownership of such properties. He also
mentioned the progress seen in all the construction going on throughout the town.
The Mayor requested assistance on complaints of pot holes on both ends of Randolph and
Prospect Ave.

12. Manager's Report
The Town Manager reported on the progress of the new parks as well as the receipt of a
charging station which will be placed on First Street. She mentioned that beginning
August 1 the Police Department will start enforcing the two-hour parking limit. Mr. East
mentioned the public parking area behind the Glenn building needing updates. The bids
for street and parking lot striping have gone out as well as getting bids ready for the West
Main water line replacement. Bids are back from the Hardie project but additional
funding is needed. The Town Manager proposed all Council Meeting here the same time
and the same format instead of having two different style meetings. All council members
were in agreeance to start closed session at 5:30 p.m. and public session starting at 7 p.m.
to give residents ample time to attend meetings.
13. Reminder of future Council Meeting- August 2, 2022; Closed Session starting at 5:30
p.m.; Open Session starting at 7:00 p.m.
14. Meeting adjourned at 7:26 p.m.
