1. Mayor called the Meeting to Order at 6:15 p.m. and asked for a roll call.

2. Mayor asked for a motion to go into Closed Session to discuss the following items:
a. VA Code 2.2-3711 (A) 1 (1 item)- Discussion of prospective candidates for
appointments- Planning Commission/ Housing Authority
b. VA Code 2.2-3711 (A) 7 (2 items)- Consultation with legal counsel
The motion was made by Mr. Penn and seconded by Mr. Dawson.

3. Certification of Closed Session- The Mayor asked for a motion to certify that only the
following items were discussed:
a. VA Code 2.2-3711 (A) 1 (item)- Discussion of prospective candidates for
appointments- Planning Commission/ Housing Authority
b. VA Code 2.2-3711 (A) 7 (2 items)- Consultation with legal counsel
The motion was made by Mr. Penn and seconded by Mr. Reis.

4. Mr. Reis lead the audience in the Pledge of Allegiance
5. Mr. Dawson gave the invocation
6. Guests and Visitors- The Mayor welcomed all in attendance and viewing online
7. Modification of Public Session- No modifications were made.

8. Presentations
a. Calfee Community Cultural Center- Jill Williams presented to the council the
plans for the Calfee Community Cultural Center. The center plans to expand their
community kitchen, a child care center, outdoor play spaces, and digital learning
lab. Ms. Williams addressed the needs for each addition along with the financial
obligations for the center. Ms. Williams went on to ask Council for a 20% pledge,
$100,000 from the Town and $100,000 from the County. The pledge would be the
only requirement for the one million -dollar EDA grant Calfee Community
Cultural Center will be applying for towards construction costs.
Dr. Mickey Hickman addressed Council with his excitement for the sensational
child care center, the community kitchen and event center, stating he has pride in
the community and how much of an asset the center will become.
Jamie Radcliffe stated this Community Center is the "diamond Pulaski has been
waiting on", hitting on the key aspect of childcare which would allow people to
get back to work.
Ms. Williams added that the application would take a few weeks to complete,
following the letter of financial contribution from the Town and County and the
decision as to whether the center would be approved for the grant would be at the
end of the calendar year.
Mr. Dawson asked if the $100,000 contribution would come from the general
fund reserves for the next fiscal year.
The Town Manager replied stating depending upon when the money is required, it
may be within the next fiscal year where it could be budgeted.
9. Public Comment Period- No speakers were attendance to speak.
10. Consent Agenda- Consideration of September 6, 2022 minutes
The motion was made by Mr. Dawson and seconded by Mr. Penn to approve the minutes.

11. Council Comments
Mr. Dawson supports the Calfee Cultural Community Center and hopes the Town can
financially support that project.
Mr. Radcliffe stated the positive outcome of the basketball court and skateboard park, as
it is being well taken care of by participants. Mr. Radcliffe asked what was planned for
the Peak Creek Mercantile building site. The Town Manager replied stating the property
is still in private ownership and legal action will need to be taken for the Town to own the
property. Mr. Radcliffe also asked if we knew what plans are for the old Jail building.
The Town Manager replied the County owns that building and they are not in compliance
with the Town Maintenance Code. She has heard that the County plans to demolish the
building but no timeline has been submitted.
Mr. Reis questioned if there are plans to reduce flooding down and slow run off. The
Town Manager stated there were plans to replace trees and tree beds to assist with run off
and storm water when the streetscape is replaced on West Main. Mr. Reis also
commended Sonja Ramsey and Police Officers for their response to complaints on
Magazine Street.
Mayor Collins stated he had the pleasure to guide the Rural Virginia Leadership
Academy participants through the Town and they were very complimentary of the
appearance of the Town and the ideas and projects that are being conducted. Mayor
Collins stated he believes the Town is on the right path to move forward and any negative
comments are outweighed by the positive ones.
12. Manager's Report
The Town Manager reported the Rural Virginia Leadership Academy will return next
year for two days and the charging station for electrical vehicles is installed and in use.
She stated more people are looking towards the future and she hopes this improvement
will benefit residents as well as travelers. The bids are in and over budget for the water
line replacement on West Main Street which may require adjusting other projects on the
ARPA list to accommodate the cost. The closing on the bank loan for the two properties
on Maple Street will be later this week. The Town Manager asked Council to return to
closed session at the end of the open session to address one other item under Acquisition/
Disposition of Real Property.
13. Reminder of Future Council Meeting- October 4, 2022, Closed Session staring at 6:15
p.m.; Public Session starting at 7:00 p.m.

The Mayor asked for a motion to return to Closed Session to discuss one item under VA
Code 2.2-3711 (A) 3 (1 item)- Acquisition/ Disposition of Real Property.
The Motion was made by Mr. Reis and seconded by Mr. Dawson to return to Closed
Session for 1 item under VA Code 2.2-3711 (A) 3

14. Council returned to open session at 8:10 p.m. and the Mayor adjourned the meeting at
