Mayor asked for a motion to go into closed session for the following items: a. VA Code 2.2-3711 (a) 7 (2 items) -consultation with legal counsel pertaining to actual or probable litigation. Motion was made by Mr. Dawson, seconded by Mr. Reis. Lane Penn - Aye Brooks R. Dawson — Aye Gregory East — Absent James A. Radcliffe — Aye G. Tyler Clontz — Aye Michael P. Reis — Aye Mr. East joined the meeting at 6:03 p.m. Open Session 6:37p.m. 3. Certification of Closed Session a. Modification of Agenda - Mr. East made a motion to modify the agenda to include Resolutions 2022-14, seconded by Mr. Radcliffe Lane Penn - Aye James A. Radcliffe — Aye Brooks R. Dawson — Aye G. Tyler Clontz — Aye Gregory East — Aye Michael P. Reis — Aye 5. Consent Agenda - Minutes of April, 5 2022 A motion was made by Mr. Clontz, seconded by Mr. Reis Page 1 of 3 / April 19, 2022 Lane Penn - Aye James A. Radcliffe — Aye Brooks R. Dawson — Aye G. Reis — Aye Public Hearing - - Alley/Street Closing 01-2022 Tax Parcel(s) 072-022-0165-0003A & 072-022-0165- 0010 Ordinance - 2022-02 - Alley/Street Closing 01-2022 Tax Parcel(s) 072-022-0165-0003A & 072- 022 -0165 -0010 - Brady Deal presented the request unanimously recommended by the Planning Commission to close the alley. Only one citizen responded to the notification of the proposed closure and supported. Mayor opened, then closed the public hearing as there were no additional comments. Mr. Dawson made the motion to approve the Ordinance, seconded by Mr. Clontz. Lane Penn - Aye James A. Radcliffe — Aye Brooks R. Dawson — Aye G. Tyler Clontz — Aye Gregory East — Aye Michael P. Reis — Aye 6. Presentation — a. Pulaski Transit, Monica Musick advised Council that the budget was submitted February 1, 2022 and the response should be received in June. There has been no word on ARPA funds but that $99,333 in additional state money has been received and will be reserved to possibly reduce local match requirements for the next year. Ms. Musick also mentioned that Pulaski County was recommending the requested increase for the system. She also expressed pleasure with loop ridership, while low, ridership is slower throughout the state. Transit is helping individuals with ADA paperwork. Mr. Dawson commented that he had seen an add indicating that the state was aware of the ridership dip and encouraging ridership. b. Security Options, Chief Niece began the presentation identifying the importance of lighting as a major deterrent of crime. She provided statistics on the number and types of crime in the downtown. Bill Pedigo then outlined the work being requested of AEP to fix light poles that were not functioning as well as replacement of fixtures with LED lights which are considerably brighter. Chief Niece shared detailed information on a portable security camera which the police department would like to purchase to Page 2 of 3 / April 19, 2022 evaluate its effectiveness. The Town Manager indicated the budget would include one camera. Several Council members expressed their support for both the increased lighting effort and the portable, mountable camera. Mr. Reis mentioned that businesses have their own security systems and perhaps the town could look at incentivizing businesses to install systems that would compliment our efforts. Mr. Dawson also commented on ways to inform the public of our efforts. Mr. East commented on the need to have better lighting of the parking lots. 7. Council Comments — Mr. Dawson commented on the possible savings from transit and considering its use for the security camera. Mr. Radcliffe mentioned Dale Richardson prompt response to a dead deer at Jackson Park. He also noted that at the last 2x2 meeting, Mr. Sweet had indicated he would follow the town's lead on parking lot improvements. 8. Town Manager's Report — Expect to publish the budget mid May. State budget has not yet been approved so we cannot accurately finalize the budget at this point. CIP will be shared on May 3.
