Tuesday, February 21, 2023
1. Mayor called the Meeting to Order at 6:15 p.m. and asked for a roll call.

2. Mayor asked for a motion to go into Closed Session to discuss the following items:
a. VA Code 2.2-3711 (A) 1 (2 items)- Appointments to Boards and Committees and
Town Manager Evaluation.
b. VA Code 2.2-3711 (A) 6 (1 item)- Investment of Public Funds
The motion was made by Mr. Reis and seconded by Mr. Clontz.

3. Certification of Closed Session- Mayor asked for a motion to certify that only the
following items were discussed:
a. VA Code 2.2-3711 (A) 1 (2 items)- Appointments to Boards and Committees and
Town Manager Evaluation.
b. VA Code 2.2-3711 (A) 6 (1 item)- Investment of Public Funds.
The motion was made by Mr. Reis and seconded by Mr. Dawson.

4. Mr. Clontz lead the audience in the Pledge of Allegiance.
5. Mr. East gave the invocation.
6. Guests and Visitors- The Mayor welcomed all in attendance and viewing online.
7. Modification to Public Session
Mr. Reis asked for a motion to add Resolution 2023-09 Appointments to Boards after
Public Comment Period.
Mr. Clontz seconded the motion.

8. Presentations
a. Dylan Armes with Pulaski on Main gave a summary on the achievements in the
FY 2022-2023 which included marketing Main Street, supporting downtown
businesses, and creating new events to bring people to the down town area.
Steve Critchfield commented on Mr. Armes' presentation stating while Mr.
Armes spoke at the National Conference; his presentation was voted `Most
Inspirational'.
Mr. Dawson thanked Mr. Armes and Pulaski on Main for their continued work to
bring people to the downtown.
Mr. Reis thanked Pulaski on Main for their efforts on bringing people in and
asked if more of a connection to local businesses through events could be made.
9. Public Comment Period
a. Marc LeBlonc addressed his concerns with the roadside trash in the downtown
area and the absence of the traffic lights. He asked if pedestrian right -away
markings could be added to the roads and more road markings when two-way
traffic is started. He also stated his concerns for the increased pot holes within the
town.
10. Resolution 2023-09 Appointing Candidates to the Pulaski Redevelopment and Housing
Authority and the Board of Zoning Appeals.
The motion was made by Mr. Clark and seconded by Mr. Dawson to approve the
resolution.

11. Consent Agenda- Consideration of February 7, 2023 minutes
The motion was made by Mr. East and seconded by Mr. Clark to approve the minutes.

12. Council Comments
Mr. Clark thanked the Police Department and Fire Department for their hospitality during
their tours of their facilities.
Mr. Dawson also thanked the Police Department and Fire Department and asked when
would the financial discussion begin regarding fire and police facilities.
The Town Manager stated discussion could start soon, possibly at the second meeting in
March.
Mr. Reis stated his concerns about the four-way stops, asking if more signage could be
added to ensure all drivers stop at the intersections. He also asked for an update on the
Main Street water line project.
The Mayor stated there are still complaints on the lowered speed limit on route 11 going
out of town and asked council to consider changing it back to 45mph.
13. Manager's Report
The Town Manager gave an update on the waterline project stating it is on schedule. She
indicated drivers are being mindful of the stop signs and the bagged stop lights at the
intersection of 3rd Street and Washington; however, when West Main Street opens again
drivers will need to break the habit they currently have of not stopping, knowing there is
no flow of traffic on West Main Street from Jefferson to East Main. She also reminded
council of the conversion of traffic on 3rd Street to one lane starting Monday, February
27th. She stated there are a number of major projects going on and reported on the status
of job positions, open and filled.
14. Reminder of Future Council Meeting
a. March 7,2023; Closed Session, 6:00 p.m. and Open Session 7:00 p.m.
15. There being no further business, the Mayor adjourned the meeting at 7:34 p.m.
