Tuesday, March 7, 2023
1. Mayor called the Meeting to Order at 6:00 p.m. and asked for a roll call.

2. Mayor asked for a motion to go into Closed Session to discuss the following items:
a. VA Code 2.2-3711 (A) 1 (1 item)- Town Manager Evaluation
b. VA Code 2.2-3711 (A) 6 (1 item)- Investment of Public Funds- Calfee
Community & Culture Center
c. VA Code 2.2-3711 (A) 3 (3 items)- Consideration of the Acquisition/Disposition
of Real Property- Randolph Avenue, Gatewood Reservoir, and the 4000 Block of
Lee Highway
The motion was made by Mr. East and seconded by Mr. Dawson.

3. Certification of Closed Session- Mayor asked for a motion to certify that only the
following items were discussed:
a. VA Code 2.2-3711 (A) 1 (1 item)- Town Manager Evaluation
b. VA Code 2.2-3711 (A) 6 (1 item)- Investment of Public Funds- Calfee
Community & Culture Center
c. VA Code 2.2-3711 (A) 3 (3 items)- Consideration of the Acquisition/Disposition
of Real Property- Randolph Avenue, Gatewood Reservoir, and the 4000 Block of
Lee Highway
The motion was made by Mr. Dawson and seconded by Mr. Reis.

4. Mr. Reis lead the audience in the Pledge of Allegiance.
5. Mr. East gave the invocation.

6. Guests and Visitors- The Mayor welcomed all in attendance and viewing online.
7. Modification to Public Session
Mr. Reis asked for a motion to add Resolution 2023-11, Community Project Funding
Request to the House Committee on Appropriations to the agenda after Resolution 2023-
10.
Mr. Clontz seconded the motion.

8. Presentations
James A. Radcliffe- Aye

Michael P. Reis- Aye
Chief Jill Neice gave a summary on the range upgrades including what improvements
have already been made and what future improvements to be completed using ARPA
funds. The upgrades include improvements to the training buildings, the shelter, and the
firing targets.
Mr. Radcliffe commended Chief Neice with her improvements in equipment and the
increased recruitment tools for officers.
Chief Neice thanked her officers, the public works department, and the outdoor facilities
coordinator for their work on the improvements and stated she sees a lot of potential in
the improved range and that different departments and agencies will be able to benefit
from it.
The Town Manager stated this project is a good representation of different departments
working together.
9. Resolution 2023-10 Appropriations of Funds from the General Fund Unrestricted
Account to the Restricted Fund Account for UDAG
The motion was made by Mr. Dawson and seconded by Mr. Radcliffe to approve the
resolution.

10. Resolution 2023-11 Community Project Funding Request to he House Committee on
Appropriations

The Town Manager reported there is an opportunity to apply to the House Committee on
Appropriations for community funding for replacement of several water lines.
The motion was made by Mr. Reis and seconded by Mr. East to approve the resolution.

11. Public Comment Period- There were no speakers.
12. Consent Agenda- Consideration of February 21, 2023 minutes
The motion was made by Mr. Clontz and seconded by Mr. Reis to approve the minutes.

13. Council Comments
Mr. Dawson asked for an update on the Main Street project.
Mr. Reis thanked the Town Manager for the traffic change on Third Street. He asked
Chief Niece if there could be patrol on Fifth Street for traffic concerns of distracted
drivers.
Mayor Collins thanked Public Works for filling the pothole on Washington Ave.
14. Manager's Report
The Town Manager stated she has observed drivers adhering to the traffic changes. She
stated the opposite lane, traveling West to East on Third Street will be opening soon,
once stripping is completed. She reported the six laterals to provide sprinkler systems to
the properties on West Main Street have been installed and the work is still on schedule.
She reported that eight apartments and three retail spaces will be going in at 67 and 69
and the designs for the streetscapes will be presented at the next council meeting. She
reported the price for the replacement of Engine 6-1 has increased from $900,000 to
$998,000. She also stated the Building Official position has been filled by Tim Hale who
will be full time starting April 1St
15. Reminder of Future Council Meeting
a. March 21, 2023; Closed Session, 6:00 p.m. and Open Session, 7:00 p.m.
16. There being no further business, the Mayor adjourned the meeting at 7:55 p.m.
