Tuesday, April 18, 2023
1. The Mayor called the Meeting to Order at 6:30 p.m. and asked for a roll call.

2. The Mayor asked for a motion to go into Closed Session to discuss the following items:
a. VA Code 2.2-3711 (A) 3 (1 item)- Consideration of the Acquisition/ Disposition
of Real Property
b. VA Code 2.2-3711 (A) 8 (1 item)- Consultation with Legal Counsel
The motion was made by Mr. Clark and seconded by Mr. Clontz.

Mr. Reis joined the Closed Session.

3. Certification of Closed Session- The Mayor asked for a motion to certify that only the
following item was discussed in Closed Session and that Closed Session would return to
Closed Session at the end of the meeting.
a. VA Code 2.2-3711 (A) 8 (1 item)- Consultation with Legal Counsel
The motion was made by Mr. Dawson and seconded by Mr. Reis

4. Mr. Clontz lead the audience in the Pledge of Allegiance.
5. Mr. East gave the invocation.
6. Guests and Visitors- The Vice Mayor welcomed all in attendance and viewing online.
7. Modification to Public Session- No modifications were made.
8. Presentations
a. Lieutenant Saul presented Sergeant Dickerson with a Life Saving Award for his
acts in rescuing an individual out of a burning building on January 20, 2023.

b. Monica Musick with Pulaski Area Transit reported increased ridership from
January to March and noted ways to continue to promote transit. Jennifer Viers
reported the transit's expenditures to date.
9. Resolution 2023-14 Appropriating Funds to Different Accounts
The Town Manager explained the need to record funds to different accounts in order to
expend the additional revenue.
The motion was made by Mr. Reis and seconded by Mr. East to approve the resolution.

10. Resolution 2023-15 Amending the Pay and Classification Plan
The Town Manager explained the need to regrade the Code Enforcement Officer and the
addition of the Engineering Department Manager.
The motion was made by Mr. East and seconded by Mr. Clark to approve the resolution.

11. Public Comment Period- No speakers were present.
12. Consent Agenda
a. Consideration of April 4, 2023 minutes
The motion was made by Mr. Dawson and seconded by Mr. Clontz to approve the
minutes.

13. Council Comments
Mr. East stated the conversion of two-way traffic on 3rd Street has worked well from his
observation, Main Street is moving in the right direction, and once these changes are
complete, it will benefit the Town.

Mr. Dawson thanked the Police Department for the increased speed enforcement on
Peppers Ferry Rd and their responsiveness to requests.
Mr. Radcliffe stated he is excited to see the Main Street project completed.
Mr. Reis stated he like the traffic changes downtown and feels it is more pleasant and
quicker. Mr. Reis stated the Easter Egg Hunt was a huge success and his children enjoyed
decorating ladders to promote the upcoming Ladder art project by the Fine Arts Center.
The Mayor asked if additional street markings could be painted to indicate the new two-
way traffic at the intersections. He also stated there were multiple complaints from
residents regarding the removal of the red lights on Washington Ave.
14. Manager's Report
The Town Manager reported the speed limit change on Route 11 to 45mph going out of
town limits and that East bound on West Main Street was opened this evening with the
striping for two-way traffic and lane indicators at the intersections occurring within the
next week. She reported that permanent paving of West Main Street would not occur
until the streetscape project was completed. She noted that the town, county, and
surrounding communities would be participating in the Southwest Housing Summit next
week where each community will present their community and available properties, both
residential and commercial for development. She also stated she will be on a panel for the
regional conference of the Virginia Housing Authority next week describing the efforts of
the town and why housing is so important to our future.
15. Reminder of Future Council Meeting
a. May 2, 2023, Closed Session 6:00 p.m.; Open Session 7:00 p.m.
16. Mayor Collins asked for a motion to return to Closed Session to discuss the following
item
a. VA Code 2.2-3711 (A) 3 (1 item)- Consideration of the Acquisition/ Disposition
of Real Property.
The motion was made by Mr. Clark and seconded by Mr. Dawson.
