Tuesday, April 4, 2023
Open Session 7:00 p.m.
1. The Mayor called the Meeting to Order.
2. Mr. Radcliffe lead the audience in the Pledge of Allegiance.
3. Mr. Dawson gave the invocation.
4. Guests and Visitors- The Mayor welcomed all in attendance and viewing online.
5. Modification to Public Session- No modifications were made.
6. Presentations
a. Fine Arts Center Together We Rise: Pulaski- Becky Lattuca
Ms. Lattuca gave a summary of the Fine Arts Center's history and achievements
and then presented to council the Together We Rise: Pulaski community art
project designed by Charlie Brower, a Floyd County artist. Together We Rise:
Pulaski would involve the community by allowing residents and businesses to
donate a ladder and Mr. Brower will build a house -like structure with the ladders.
Ms. Lattuca informed council the sculpture will be assembled and displayed in
Jackson Park for the month of May.
The council were in agreement to allow the Fine Arts Center to use Jackson Park
for the sculpture.
7. Discussion- Changing the Speed Limit on Lee Hwy (Rt 11) North
The Mayor stated he has had residents ask to change the speed limit past Lewis Gale
Pulaski Hospital from 35mph to 45 mph.
The Town Manager reported there has been a request sent to VDOT to change the speed
in the county to allow the appropriate distance from 45 mph to 35 mph into town limits at
the intersection of Morehead Lane.
The motion was made by Mr. Reis and seconded by Mr. Clontz to amend the speed limit
on Route 11 North on the section between Lewis Gale Pulaski Hospital and Morehead
Lane to 45 mph with the exact location determined by staff.

8. Public Comment Period
a. Gary Cox of 8th Street- addressed his concerns on the trash collection issue on
Randolph Ave in the alleys and the lack of code enforcement of the left -out trash
cans after trash is collected.
b. Nicholas Donaldson of Oak Street addressed his concerns regarding speeding
throughout the town and the lack of speed enforcement by the Police Department.
Mr. Donaldson also stated his concerns for the flashing indicator lights on Route
11 North as you come to its intersection with Morehead Lane, stating they are out
of sync with the speed and traffic light.
c. Terri Sternberg of North Washington Ave addressed council regarding her
excitement with the Together We Rise: Pulaski art project. Ms. Sternberg also
asked if the ordinance regarding the length of time trash cans are left out could be
enforced.
9. Consent Agenda
a. Consideration of March 21, 2023 minutes
The motion was made by Mr. Dawson and seconded by Mr. Clark to approve the
minutes

10. Council Comments
Mr. Clark thanked the Fire Department for allowing him to participate in their three-day
training.
Mr. Dawson asked if the Christmas lights in Jackson Park could be looked at, stating that
some are hanging down due to the high winds. Mr. Dawson also asked if the downspouts
at the Train Station could be repaired in preparation for the Marketplace. Mr. Dawson
mentioned the possibility of the additional lighting that could be added to the front of
businesses on West Main Street as the West Main Street project is being completed.
Mr. Radcliffe asked if a turn off lane could be considered for the church on Route 11
North and more traffic enforcement for speeding.
Mr. Reis thanked Sonia Ramsey with the Police Department for her proactiveness with a
situation. Mr. Reis also asked if the cameras at the Train Station had been installed.

The Mayor asked about the process of replacing the water lines on Randolph Ave as
paving is scheduled to start.
The Town Manager stated water lines will be replaced between 10th Street to town limits
as there have been multiple repairs in that location and the contractor for paving the street
will begin at the bottom of Randolph Ave in hopes to have the water lines replaced by the
time they reach that section.
11. Manager's Report
The Town Manager apologized for the miss -information given at the previous meeting
regarding the time frame for the West Main water line replacement project. She reported
that the news of a new business going into Max on Main and five buildings being
renovated are indications that additional business and residential activity will be coming
to West Main and reported the plans for the streetscapes project are with VDOT for
review. She shared that the County had submitted an application to the House of
Appropriations Committee which includes two streets in the Town and one in Dublin for
replacement water lines. She reminded council and residents of the Easter Egg hunt on
Saturday, April Stn and stated the pickleball courts would be completed no later than the
first of July. She also reminded council and residents of the groundbreaking for the new
Food City on Wednesday, April stn
12. Reminder of Future Council Meeting
a. April 18, 2023, Closed Session 6:00 p.m.; Open Session 7:00 p.m.
13. With no further business, the Mayor adjourned the meeting at 8:26 p.m.
