1. Mayor called the Meeting to Order at 6:03 p.m. and asked for a roll call.

2. The Mayor asked for a motion to go into Closed Session to discuss the following items:
a. VA Code 2.2-3711 (A) 1 (1 item)- Appointments- Town Manager
b. VA Code 2.2-3711 (A) 3 (1 item)- Consideration of the Acquisition/Disposition
of Real Property- Washington Ave
The motion was made by Mr. Reis and seconded by Mr. Clark.

3. Certification of Closed Session- The Mayor asked for a motion to certify that only the
following items were discussed in Closed Session:
a. VA Code 2.2-3711 (A) 1 (1 item)- Appointments- Town Manager
b. VA Code 2.2-3711 (A) 3 (1 item)- Consideration of the Acquisition/ Disposition
of Real Property- Washington Ave
The motion was made by Mr. Clark and seconded by Mr. Dawson.

4. Mr. Radcliffe lead the audience in the Pledge of Allegiance.
5. Mr. East gave the invocation.
6. Guests and Visitors- The Mayor welcomed all in attendance and viewing online.
7. Modification to Public Session- No modifications were made.
8. Resolution 2023-34 Honoring Angela Viers Upon Her Retirement from the Pulaski
Police Department

The Mayor read the resolution.
The motion was made by Mr. East and seconded by Mr. Clark to approve the resolution.

The Mayor presented the resolution to Ms. Viers.
9. Public Hearing
a. Comprehensive Plan- Aphi Fancon
Ms. Fancon presented the council the 2023 Comprehensive Plan and Future Land
Use map which included the community's input on the future for the town and
strategies to accomplish the goals that are set forth in the plan.
The Mayor opened and closed the public hearing as there were no speakers.

The Town Manager stated there is a request for proposals out for a firm or
individual to come survey each property within the town and determine if they are
correctly identified within current zoning categories. She stated that there are a
number of business activities that do not have definitions currently in the zoning
ordinance and those will be brought to council for approval in the near future.
Mr. East commended staff for their work on the Comprehensive Plan.
The Town Manager stated for the Comprehensive Plan to be an effective tool, it
should be reviewed annually.
The Mayor opened and closed the public hearing as there were no speakers.
The motion was made by Mr. Reis and seconded by Mr. East to approve
Ordinance 2023-10.

10. Public Comment Period

a. Sarah Gray from Newbern Rd asked why the town isn't participating in the Low -
Income Household Water Assistance Program. Ms. Gray stated the program helps
residents with their utility bills. Ms. Gray informed council the assistance comes
from the Virginia Department of Social Services at the state level and residents
can apply by phone or online.
The Town Manager stated she was unaware of the program and asked if the
Emergency Needs Task Force organization sent in a request to the town for our
participation.
Ms. Gray indicated she wasn't employed by the program, but as a resident she is
concerned that money is available and there are people in need.
Ms. Gray stated the Town of Blacksburg, Town of Narrows, and Town of
Wytheville are the only towns participating in the New River Valley.
The Town Manager stated there has not been a request for the town to participate
in the program but that she would have the Finance Director look into the
program.
11. Resolution 2023-35 Amending the Town Personnel Policy Regarding Accrual,
Carryover, and Payout of Compensatory Time
The Town Manager reported the need to lower the maximum amount of compensatory
time for employees to carry from 200 hours to 160 hours to reduce the significant
financial liability.
The motion was made by Mr. East and seconded by Mr. Clark to approve the resolution.

12. Consent Agenda
a. Consideration of June 6, 2023 Town Council Minutes
The motion was made by Mr. Clark and seconded by Mr. Dawson to approve the
minutes.

13. Council Comments

Mr. East asked for an update on the Randolph Ave paving project.
The Town Manager stated Public Works is replacing the water line in five -blocks that
have had multiple breaks in the last 2 years and due to emergency calls for other water
and sewer breaks, it has taken longer than planned to complete. She stated it will be the
middle to the end of July for the water line project to be completed and then that section
will be paved.
Mr. East also commended the Police Department for their continued community policing
efforts.
Mr. Dawson asked for an update on the West Main Street streetscapes project.
The Town Manager indicated there will be an update provided at the next council
meeting.
Mr. Radcliffe stated there were some low hanging trees on Scott Street and asked for
them to be cut.
Mr. Reis asked if the town could look at having a study done like Christiansburg has to
reduce run off and create more green spaces in the downtown area. He also asked if the
Finance Department could look into a program to have all resident accounts posed online
in one location to allow residents to avoid paper bills by having online accounts.
The Mayor encouraged residents to come to council and address questions and concerns.
14. Manager's Report
The Town Manager thanked the council for their support to staff as the current Fiscal
Year is ending and the budget for FY 2023-2024 has been approved and thanked the
Council for the extra holiday and the cost of living increase.
15. Reminder of Future Council Meeting
a. Cancelled July 4"' Town Council Meeting
b. July 18, 2023, Closed Session 6:00 p.m., Open Session 7:00 p.m.
16. With no further business, the Mayor adjourned the meeting at 8:16 p.m.
