Town Council Meeting Minutes
August 15, 2023
1. Mayor called the meeting to order at 6:07 p.m. and asked for a roll call.

2. The Mayor asked for a motion to go into Closed Session to discuss the following items:
a. VA Code 2.2-3711 (A) 1 (1 item)- Appointments: Town Manager
b. VA Code 2.2-3711 (A) 3 (2 items)- Consideration of the Acquisition/Disposition
of Real Property- Dora Highway and 6"' Street NW
c. VA Code 2.2-3711 (A) 8 (1 item)- Consultation with Legal Counsel
The motion was made by Mr. Clark and seconded by Mr. Reis.

Open Session
3. Certification of Closed Session- The Mayor asked for a motion to certify that only the
following items were discussed in Closed Session:
a. VA Code 2.2-3711 (A) 1 (item) —Appointments: Town Manager
b. VA Code 2.2-3711 (A) 3 (2 items)- Consideration of the Acquisition/Disposition
of Real Property -Dora Highway and 6`h Street NW
c. VA Code 2.2-3711 (A) 8 (1 item)- Consultation with Legal Counsel
The motion was made by Mr. Clark and seconded by Mr. Reis.

4. Mr. Radcliffe lead the audience in the Pledge of Allegiance.
5. Mr. East gave the invocation.
6. Guests and Visitors- The Mayor welcomed all in attendance and viewing online.
7. Modification of Public Session- No modifications were made.

8. Presentations
a. Knox Box- Chief J. Conner & Sonia Ramsey
Ms. Ramsey presented to council the Knox Box. a security device installed on a
resident's residence which allows rapid entry when there is an emergency and
prevents damages to the entryway. Ms. Ramsey stated there is a grant program
that residents of the town can apply for which would allow them to have a Knox
Box installed at no cost or a box can be purchased from the Police Department.
Mr. Conner presented the Knox Box model and the procedure which is used to
install. Mr. Conner stated all fire departments in the county have access to the
master key which would allow the first responding unit to access the Knox Box.
Mr. Radcliffe asked if the fireman who accesses the master key has a specific
code to release the key.
Mr. Conner stated every career and part-time fireman on shift has a specific pin
number which is time and date stamped into the program.
Mr. Reis asked if a resident wanted to purchase the box or apply for the grant,
who would they need to contact.
Ms. Ramsey stated the individual wanting to purchase a box could contact her at
the Police Department.
Mr. East asked how the program is being marketed.
Ms. Ramsey stated she and Mr. Conner have done multiple presentations at
various clubs, the Senior Center, and TRAID Events.
Mr. East suggested a flyer in the water bill.
Mr. Clark asked if the Police Department had access to a master key.
Mr. Conner stated the 911 Center would notify the Police Department there is a
Knox Box at the location and the Fire Department would be notified.
b. Finance Department Update- Jackie Morris
Ms. Morris introduced Dustin Dalton, Assistant Finance Director and gave a brief
summary of his responsibilities. Ms. Morris then presented the department's
efforts to generate revenue from real estate taxes owed to the town. She reported
at the end of the FY 2023 the total revenue from delinquent taxes was
$254,231.94. Ms. Morris also reported the amount of liens owed to the town,
which was $397,504.88 and that as of July 31, 2023, $15,156.05 had been

collected. She also showed the efforts to -collect delinquent personal property and
utility bills using Debt Set- Off through the State, which withholds an individual's
tax refund and lottery winnings over $600. She reported the overall collection
from personal property taxes and utilities was $159,687.99. She stated there will
be continued efforts to collect delinquent taxes including using DMV STOPS
starting in 2024. She noted the new investment tool from Virginia Investment
Pool which allows the town to deposit monies and receive a higher interest rate.
9. Public Hearing
a. Resolution 2023-39 Re -Appropriation, Carry Forward for FY 2023-2024 Budget
The Town Manager reported the need to carry forward funds from the previous year
for grants, police checking accounts, and certain general fund accounts.
Mr. Reis asked if the Brookmont Project and the Direct Injection project had been out
for bid yet.
The Town Manager stated both the projects have already been started and the same
contractor is doing both projects.
The Mayor opened and closed the public hearing as there were no speakers.
The motion was made by Mr. Reis and seconded by Mr. Clark to approve Resolution
2023-39.

b. Resolution 2023-40 Appropriation of Funds to the IRF Grant Brewery
The Town Manager reported the need to appropriate funds to the brewery project
provided by the town and in partnership with the County and County EDA which will
provide sufficient funds to award a contract.
The Mayor opened and closed the public hearing as there were no speakers.
The motion was made by Mr. Clark and seconded by Mr. Radcliffe to approve
Resolution 2023-40.

10. Resolution 2023-41 Amending the Pay and Classification Plan

The Town Manager explained the need to change several titles in the Classification Plan
to include rank changes in the Police Department, the Human Resource position, and the
Assistant Chief Filter Plant Operator. She stated these changes do not require any
adjustment in the pay scale.
The motion was made by Mr. Reis and seconded by Mr. East to approve Resolution
2023-41.

12. Consent Agenda
a. Consideration of August 1, 2023 Town Council Minutes
The motion was made by Mr. East and seconded by Mr. Clark to approve the minutes.

13. Council Comments
Mr. Reis asked if the town could participate in a tax abatement program for renovations
for residential properties.
The Town Manager stated the Town Attorney has been reviewing the state code for such
a program which can also include commercial and industrial properties of a certain age.
The Mayor asked Public Works to look at Route 11 where the road has been washed out
on the shoulder. He also asked staff to look at the Court House parking lot, where a brick
wall has been damaged.
14. Manager's Report
The Town Manager commended the town staff for their continued hard work. She noted
the ribbon cutting at the Crest Hill Tea Room and encouraged everyone to visit.
15. Reminder of Future Council Meeting
a. September 5, 2023, Closed Session 6:00 p.m., Open Session 7:00 p.m.
16. With no further business, the Mayor adjourned the meeting at 8:03 p.m.
