The Mayor asked for a motion to go into Closed Session to discuss the following items: 7:02 p.m. a. VA Code 2.2-3711 (A) 1 (1 item)- Appointments to Town Manager b. VA Code 2.2-3711 (A) 2 (2 items)- Consideration of the Acquisition/Disposition of Real Property- Rt 11 & Project Scales The motion was made by Mr. Reis and seconded by Mr. Clontz. Gregory C. Certification of Closed Session- The Mayor asked for a motion to certify tat only the following items were discussed in Closed Session: a. VA Code 2.2-3711 (A) 1 (1 item)- Appointments to Town Manager b. VA Code 2.2-3711 (A) 2 (2 items)- Consideration of the Acquisition/Disposition of Real Property- Rt 11 & Project Scales The motion was made by Mr. Clark and seconded by Mr. Dawson. Gregory C. Mr. East gave the invocation. 6. Guests and Visitors- The Mayor welcomed all in attendance and viewing online. 7. Modification to Public Session The motion was made by Mr. Reis and seconded by Mr. Clontz to add the authorization of the Town Manager to execute a purchase contract after the Public Comment Period. Engineering Updates (Lead Inventory, Street Lights, and I&I Study) Austin Painter presented to Council the Lead Inventory study funded by the Virginia Department of Health under the guidance of the EPA which will inventory lateral lines that need to be replaced. Contract for the inventory portion of the study has been executed and the next steps will include records analysis, visual inspections, and sampling. Mr. Dawson asked if this was a grant program or a loan the Town would need to repay. The Town Manager stated the amount is grant funding but a bond will be issued for the loan amount. The Town Manager stated it will take multiple years to complete the inventory and replacement and future appropriations will be needed hopefully with significant grant funds. Mr. Painter then presented options for the streetlights on Main Street. He gave two options for Council to consider. Mr. Painter stated whichever light is chosen, additions such as flag holes, outlets, etc. could be added but would affect the overall cost. Council was comfortable with option #2 with some additive features. Lastly, Mr. Painter presented the Inflow and Infiltration study which is the amount of clean rain water that flows into our sewer system and consequently is treated by Pepper's Ferry. The Engineering Department has identified the most severe locations throughout the town which include Case Knife, Dora Highway, and Bob White Blvd. Mr. Painter stated the normal flow to Pepper's Ferry Treatment Plant for the whole town is estimated to 1.6-1.7 million gallons but during a rain event it could increase to 6-7 million gallons and gradually decrease as the days go by. The Town Manager reported ARPA funds are being used for the project currently; however, capital improvement funds will be needed in the future. 9. Public Hearing a. Ordinance 2023-15 Replacing Chapter 46 of the Town of Pulaski Code of Ordinances The Town Manager reported the Town has received an updated FEMA Flood Map and in order to implement, it is with current recommendations, best to replace the entire chapter. Page 2 of 51 November 8, 2023 1 The Mayor opened and closed the Public Hearing as there were no speakers. The motion was made by Mr. East and seconded by Mr. Clark to approve the Ordinance. Ordinance 2023-16 Adding the Definition ``Gas Station(s)" to Section 11.2. Case Number 2023-ZA-005 The Town Manager reported the need to clarify definitions in our zoning ordinances Gas Station was not defined in the zoning ordinance. The Mayor opened and closed the Public Hearing as there were no speakers. The motion was made by Mr. Clark and seconded by Mr. Radcliffe to approve the Ordinance. Gregory C. East- Aye James A. The motion was made by Mr. Reis and seconded by Mr. Radcliffe to authorize the Town Manager to execute a contract for purchase of Tax Map ID Number 063-42-1 and that the purchase contract with appropriate due diligence. Consideration of October 17, 2023 Town Council Minutes, October 24, 2023 Town Council Minutes, October 24, 2023 Town Council Special Meeting Minutes, and October 27, 2023 Town Council Special Meeting Minutes. The motion was made by Mr. Clark and seconded by Mr. Clontz to approve all the minutes on the consent agenda. Gregory C. East- Aye Jeremy L. Clark- Aye James A. Radcliffe- Aye G. Council Comments Mr. Clark stated the Trick or Treat event was a great success and it was great seeing the community involved. Mr. Dawson agreed with Mr. Clark, stating he heard great feedback and it was wonderful to see that level of activity downtown. Mr. Radcliffe thanked staff for paving Randolph Ave and Main Street. He also reminded listeners that the town is not finished with many other projects. Mr. Clontz asked if the area behind the brewery could be looked at to remove brush. Mr. Reis thanked the Public Works Department for cutting back trees on Washington and Main Street and thanked staff for their work on the Halloween event. He also stated he went to the Pepper's Ferry Sulfate Study presentation and reported it was a great presentation and all participants are working together and headed in the right direction. Mr. Reis also mentioned the need for new benches at the park but had spoken with Nate Repass and they are ordered and are waiting installation. Mayor Collins stated the Halloween event was great and he received positive feedback and he hopes the event in the following years can be larger. He thanked town staff and Pulaski on Main. He also thanked staff for paving Main Street in time for the Christmas parade. 14. Manager's Report The Town Manager reported the number of participants at the Trick -or -Treat event and stated businesses located outside of the downtown participated as well as more businesses have asked to participate next year. She stated she anticipates more participants for the Christmas parade this year as Main Street has been paved and reported the basketball court on Washington Ave has been constructed and paved. She reported that the second ARS home has been sold and a third ARS home is being contracted. She stated the brush on Dora Highway off Peak Creek have been cleared by cadets at Virginia Tech and also the iron bridge over Peak Creek has been repaired. She stated the MUMS grant application has been forwarded to DCHD. She thanked Martin's Pharmacy for the Flu Clinic event at Town Hall for town employees. Lastly, she stated the grant/loan package for the backwash tank for the Filter Plant has been received and reported the Declaration of Emergency from Pulaski County regarding a burn ban has been issued. The Town will be preparing a similar declaration following Governor Youngkin's State of Emergency. Mr. East asked if we could post current events on our website to inform residents of what's going on around town if they do not watch or attend council minutes. Page 4 of 51 November 8, 2023 1 The Town Manager stated council minutes are available on the website and the print media does a good job in reporting meetings and items discussed during the council meetings but perhaps a quarterly newsletter could be included in water bills in the future. 15. Reminder of Future Council Meeting a. November 16, 2023 at 5:00 p.m. Public Hearing for Bond Closing b. November 21, 2023 Town Council Meeting, Closed Session 6:00 p.m.; Open Session 7:00 p.m. 16.
