February 20, 2024 Closed Session 5:30 p.m.; Open Session 7:00 p.m. The employees below are being recognized for their years of service to the Town of Pulaski, as of January 1, 2024. 20 years Greg East Lieutenant Rick Riddle, Pulaski Police Department (1/13/2003) Lieutenant Rick Riddle began his career with the Pulaski Police Department in January of 2003. Lt. Riddle has served as a Police Officer, Corporal, Sergeant, and is currently the Criminal Investigations Division Lieutenant. He has received numerous commendations throughout his employment and was awarded CID Detective of the year for 2017, 2018, and 2020. Lt. Riddle has served as a SWAT Team member, Field Training Officer, General Instructor, Firearms Instructor, Taser Instructor, and was a bike officer for several years. Prior to his career at Pulaski PD, Lt. Riddle served in the US Navy, and he was employed with the Department of Corrections. Lt. Riddle is a skilled investigator and is an enormous asset to the Investigations Division, as well as the Department as a whole. Congratulations, Lt. Riddle, on 20 years of dedicated service to the Pulaski Police Department. Jeremy Clark Captain Robbie Kiser, Pulaski Fire Department (11/03/2003) Captain Robbie Kiser started with Pulaski Fire Department as a Volunteers April 22nd, 2002. On November 3rd, 2003 he was hired as a Full Time Career firefighter. Over his career he has risen through the ranks. He served as the Chief from August 2015 to February 2022. He is one of the most respected Officer’s in the department not just in the field but at the station. Captain Kiser has 20 years of career service with the town. His knowledge and experience is one of the departments greatest assets. Congratulations Captain Robbie Kiser for your service and dedication. 15 years Brooks Dawson Captain Sarah J. Grim, Pulaski Police Department (09/29/2008) Captain Sarah Grim began her career at the Pulaski Police Department in September of 2008 as a dispatcher, before moving to a patrol officer in January of 2010, and then quickly working her way up the ranks from Corporal to Sergeant to Captain of Investigations. During her time with the department, she has served as a Field Training Officer, a Hostage Negotiator, a bike officer, a General Instructor, and an Evidence Technician. Captain Grim has been elected Squad Officer of the year three times, and recently graduated from PELS (professional executive leadership school). Captain Grim also received a Life Saving Award for her role in an incident that occurred in 2022. Captain Grim is a valued member of the Department’s Command Staff. Congratulations on 15 years with the Pulaski Police Department and the Town of Pulaski. Jamie Radcliffe Justin E. Riggins, Public Works Department (04/21/2008) Justin has been employed by the Town since April 21, 2008, when he started out part-time mowing. He is now a Crew Leader in the Street Department, and his primary duty is full-time mowing, as he works in and oversees the crew that mows the town’s cemeteries from approximately March – October yearly. When he’s not in the cemetery, Justin spends the winter months performing maintenance on mowers, saws, weed eaters, and basically anything with a small engine. He is also the Town’s primary welder and in-house painter of equipment. Justin has a natural talent for small engines and welding, and can repair or restore most anything that he undertakes. Michael Reis Angela B. Trail, Finance Department (08/25/2008) Angie began her career with the Town of Pulaski on August 25, 2008. She is the Utility Billing Clerk, and while that may be her title, that does not cover the multiple hats that she wears. She is also responsible for entering all of the meter reads, processing billing, creating the cutoff list for non-payment accounts each month, and answering a multitude of phone calls, and she can also provide the water history for any address in Town, and this knowledge has helped many - including the Police department, Code Enforcement, Building officials, and GFL. (Chief Shumate - do not get any ideas for recruiting her for detective!) Angie has taken on additional responsibilities within the Finance office whenever assigned, and she will always offer her assistance without being asked. Her willingness to help her co-workers, her reliability, and her dedication to her job, along with her caring and thoughtful nature makes it an honor to have her as an employee for the Town. Thank you for 15 years of service and looking forward to many more! 10 years Greg East Lieutenant Joshua K. Day, Pulaski Police Department (04/08/2013) Lieutenant Day has been a member of Pulaski Police Department since April of 2013. He has served in several capacities including Officer, Corporal, Sergeant, and he is currently the Lieutenant of C-shift. Lt. Day is a member of the SWAT team, and a firearms instructor, and he serves as a Use-of-Force Instructor. He is well liked and respected by his peers and is a definite leader within the department. Jeremy Clark David S. Peyton, Filter Plant (11/25/2013) David Peyton came to the Town of Pulaski’s Water Filtration Plant in November of 2013, bringing with him over 20 years of experience from the Town of Christiansburg Water Plant. David is Pulaski’s Chief Filter Plant Operator, leading a team of skilled and licensed Operators, who work around the clock to filter, treat, and supply water to the Town of Pulaski. David is well respected by his team and all of those who interact and work with him - Congratulations on 10 years of hard work and dedicated service! Brooks Dawson David L. Smith, Public Works Department (11/25/2013) David Smith joined the Town of Pulaski’s Public Works Department in November of 2013 and retired on February 1, 2024. He was a Crew Leader in the Street Department, and before that position, he was an Equipment Operator. Because of his excellent operating skills. Whether operating the backhoe, loader, motor grader or excavator, David operated safely, smoothly and precisely. We hope David will return in part-time in the Spring continue to lend his services to the Town. 5 years Jamie Radcliffe Sergeant Dustin C. Jones, Pulaski Police Department (12/26/2018) Sergeant Jones has been a member of Pulaski Police Department since December of 2018. During his time with the department, he has served as an Officer and a Corporal, and is currently the Sergeant on C-shift. Sgt. Jones is a Field Training Officer and is in charge of the department’s bike squad. Sgt. Jones is well liked and respected by his peers and he is a valued member of the agency. Michael Reis William H. Taylor, Public Works Department (05/14/2018) Billy Taylor has been employed by the town since May of 2018. For the majority of his 5 and ½ years, he has performed mowing and weeding in the town’s cemeteries. Billy’s primary duty of operating the weed eater for 40 hours a week, 7 months out of the year requires dedication, and although it is a tedious task, he takes great pride in it, and we appreciate him for it. Pulaski Area Transit- Monica Musick Monica Musick reported that Kimley-Horn has been the firm chosen for the micro-transit study and she is waiting to have a meeting with them. She stated DRPT grant applications are due on February 1, 2024 and PAT will be requesting two capital assistance grants for two replacement computers and vehicle parts. She asked for a match from the Town of $83,431 and reminded council of the transit golf tournament in May 2024 with proceeds from the tournament going towards the town’s local match. Mr. Reis asked if the micro-transit would include trips outside of town limits. Ms. Musick stated routes outside of town limits would require additional studies from DPRT. Mr. East asked when the micro-transit study would be completed and what the goal of the study is. Ms. Musick stated it would be close to ten months before the study is completed as DRPT requires the ten-year goals for transit. The outcome of the study would determine if there is a need to expand or if a different form of transportation is needed throughout the town. Mr. Radcliffe asked about the increase in insurance, if they put out for bid or if they use the same insurance company. Ms. Lawrence stated the insurance line includes workers compensation and they do put it out for bid. Mr. Dawson asked why the budgeted salary would fluctuate between FY 23-25, if there is a set route and set days. Ms. Musick stated salaries would be about the same; however, minimum wage was increased later in the year after the budget was approved. Mr. East asked if lowering the cost per rider would relieve their budget. Ms. Lawrence stated the expenses would remain the same even if there was an increase in ridership but changing the way operating the service could change the cost per rider. The motion was made by Mr. Reis and seconded by Mr. Clontz to commit to appropriate $83,431 for the Pulaski Area Transit for FY 2025. Gregory C. East- Nay James A. Radcliffe- Aye Jeremy L. Public Hearing a.Case Number 2023-ZA-006 Amending Section 11.2 “Medical Office(s)” Definition of the Town of Pulaski Zoning Ordinance. Ordnance 2024-01Summer Bork, Town Planner, reported that in accordance with Town Council’srequest, the Planning Commission has reviewed the phrase ‘substance abusedisorder services’ in the medical office definition for the Zoning Ordinance. The amendment will coincide with adopting a definition for ‘substance abuse disorder clinic’ to clarify the language within the definition. Ms. Bork stated the definition for ‘substance abuse disorder clinic’ would includean outpatient establishment where patients receive diagnosis, assessments, treatments, and follow-up care for cases of substance use or abuse disorders which would dispense and administer controlled substances on the clinic premisesthat are not available to non-patients. Ms. Bork stated both cases were unanimously recommended by the Planning Commission. The Mayor opened and closed the public hearing as there were no speakers. Resolution 2024-01 Appropriation of Funds The Town Manager reported the first resolution will add funds earned from theVML/VaCO Investment account and for change orders that have been approved with phase one of the Calfee project, with those funds are coming from the Calfee Community and Cultural Center. Mr. Reis stated there are two telephone poles right beside the road on East Main that may need to be moved back or removed entirely. He also thanked staff for the resolution of the leak on Washington and Fifth Street and suggested Department Heads makepresentations of their departments and their wants and needs during the upcoming budgetprocess. Mayor Collins thanked staff for their continued work. 20.Manager’s Report The Town Manager thanked councilmen for their comments regarding snow removal byPublic Works and reminded residents to let facets drip to prevent water breaks. She stated town staff well deserved the extra Christmas holiday and bonus at the beginning of the year. She reported that Pulaski County Emergency Management will be opening CentralGym for a warming station as well as Taking it to the Streets as temperatures drop. Shementioned Service Awards will be scheduled in February and she will talk with the newTown Manager about touring the firing range, training room, and site for canine facility as well as Public Works yard. The Town Manager reported this is her last official meeting but she will be available when the new Town Manager comes in and alsoreminded council of moving the meeting on February 6th to February 8th as the Mayorand new Town Manager will be attending a meeting in Richmond.
