Reminder of Future Council Meeting a.April 16, 2024 Closed Session 5:30 p.m.; Open Session 7:00 p.m. Resolution 2024-16 Resolution Authorizing the Virginia on Main Street Program Affiliate Community Application WHEREAS, the Town of Pulaski has a prosperous and diverse downtown district, with a long and storied past, reflective of the history of our community, and of our nation; and WHEREAS, Downtown Pulaski is filled with many historic buildings, as well as government offices, the Marketplace, churches of different denominations, our Public Library; and WHEREAS, the downtown district is the heartbeat of our Town, and should prosper in this Century and should continue to be a place of regional significance; and WHEREAS, the Town of Pulaski wishes to submit an application for Affiliate Community Status in the Virginia Main Street Program, a program recognized for a successful track record of improving downtowns throughout the Commonwealth of Virginia; and WHEREAS, a resolution in support of that application is required. NOW, THEREFORE, be it RESOLVED by the Town Council of the Town of Pulaski, Virginia, in regular session this 2nd day of April 2024, that the same supports and authorizes the said application. This resolution is effective upon adoption and is hereby adopted on this 2nd day of April 2024 by the duly recorded vote of the Town Council of Pulaski, Virginia as follows: Gregory C. East- James A. The Vice Mayor called the meeting to order at 5:30 p.m. and asked for a roll call. Gregory C. East- Aye James A. Radcliffe- Aye Mayor Collins- Absent Jeremy L. Clark- Aye G. Tyler Clontz- Aye Brooks R. Dawson- Aye Michael P. Reis- Aye 2. The Vice Mayor asked for a motion to go into Closed Session to discuss the following items: a. VA Code 2.2-3711 (A) 1 (2 items)- Discussion, consideration, or interviews of prospective candidates for employment; assignment, appointment, promotion, performance, demotion, salaries, disciplining, or resignation of specific public officers, appointees, or employees of any public body i. VA Code 2.2-3711 (A) 29 (2 items)- Discussion of the award of a public contract involving the expenditure of public funds, including interviews of bidders or offerors, and discussion of the terms or scope of such contract, where discussion in an open session would adversely affect the bargaining position or negotiating strategy of the public body. i. Mr. Clontz lead the audience in the Pledge of Allegiance. 6. Mr. East gave the invocation. 7. The Vice Mayor welcomed all in attendance and viewing online. 8. Modification to Public Session- No modifications were made. 9. Special Exception Request a. InStill Mindfulness Olivia Hale, Clerk of Council, reported InStill Mindfulness has applied for a Special Exception Request for their funding raising event. The Special Exception would be for the exemption of the 8:00 p.m. noise ordinance within Town limits. The motion was made by Mr. Reis and seconded by Mr. Radcliffe to approve the Special Exception Request. Gregory C. East- Aye James A. Radcliffe- Aye Jeremy L. Clark- Aye G. Consideration of March 5, 2024 Town Council Meeting Minutes The motion was made by Mr. East and seconded by Mr. Clark to approve the minutes. Gregory C. East- Aye James A. Radcliffe- Aye Jeremy L. Clark- Aye G. Tyler Clontz- Aye Brooks R. Dawson- Aye Michael P. Reis- Aye 12. Council Comments Mr. Radcliffe stated he would love to see an amphitheater in Jackson Park in the future. Mr. Clontz reminded residents of Music and Merchants in May and asked vendors to reach out to Pulaski on Main to participate. Mr. Reis asked for the current signage around town, that are faded, be updated so they are more visible. He also asked to look at the noise ordinance in surrounding communities for a possible update and asked if the Town could smooth out the entrances into some parking areas. Mr. Dawson asked if Jackson Park could be fenced to prevent pedestrians crossing the train tracks. 13. Manager’s Report Mr. Day reported there was a donation request for the Claytor Lake Festival. Mr. Dawson asked if a representative from the board make a presentation before committing to a donation. 14. Reminder of Future Council Meeting a. April 2, 2024 Closed Session 5:30 p.m.; Open Session 7:00 p.m. 15. The Vice Mayor asked for a motion to return to Closed Session to discuss the following item: a.
