Town Council Minutes
Tuesday, May 7, 2024
1. The Mayor called the meeting to order at 6:00 p.m. and asked for a roll call.

Mayor Collins- Aye
2. The Mayor asked for a motion to go into Closed Session to discuss the following items:
a. VA Code 2.2-3711 (A) 29 (2 items)- Award of a public contract involving the
expenditure of public funds
i. Calfee Park LLC
ii. Jackson Park Inn Inc.
The motion was made by Councilman Clark and seconded by Councilman Reis.

The following councilmembers and staff entered into Closed Session: Councilman Clark,
Councilman Dawson, Councilman Radcliffe, Councilman Reis, Mayor Collins, Town
Manager, Mr. Day, Town Attorney, Mr. Rygas, Town Attorney, Mr. Farthing, and Clerk
of Council, Ms. Hale.
Mr. East joined Closed Session at 6:16 p.m.
3. Mayor Collins asked for a motion to certify that only the following items were discussed
in Closed Session:
a. VA Code 2.2-3711 (A) 29 (2 items)- Award of a public contract involving the
expenditure of public funds

ii. Jackson Park Inn Inc.
The motion was made by Councilman Clark and seconded by Councilman Reis.

5. Certification of Closed Session- The Mayor asked for a motion to certify that only the
following items were discussed in Closed Session:

6. Councilman Dawson lead the audience in the Pledge of Allegiance.

9. Modification of Public Session- No modifications were made.
10. Presentation- 2023 Excellence in Waterworks Operations/ Performance Award- Lisa
Crabtree

Ms. Crabtree, Director of the Department of Drinking Water with the Virginia
Department of Health presented the 2023 Excellence in Waterworks
Operations/Performance Gold Award to the Town of Pulaski Filter Plant.
Ms. Crabtree presented the award to David Peyton, Chief Operator and staff present,
Jessica McKinney and Josh Hodge.
11. Resolution 2024-22 Observance of National Police Week and Peace Officers Memorial
Day
The Mayor read the resolution.
The motion was made by Councilman Dawson and seconded by Councilman Clark to
adopt Resolution 2024-22.

The Mayor presented the resolution to the Chief of Police, Sam Shumate.
Chief Shumate introduced officers that were in attendance; Assistant Chief Hudson,
Captain Saul, Officer Stone, Officer Lucas, Captain Parmelee, Lieutenant Riddle, Officer
Minnick, Officer Kelly, Officer Blevins, Sergeant Rudisill, and Lieutenant Dickerson.
12. Resolution 2024-23 Observing May as Building Safety Month
The Mayor read the resolution.
The motion was made by Councilman East and seconded by Councilman Reis to adopt
Resolution 2024-23.

b. Consideration of April 23, 2024 Town Council Budget Work Session Meeting
Minutes
The motion was made by Councilman East and seconded by Councilman Dawson
to approve April 23, 2024 Town Council Budget Work Session Meeting Minutes.

15. Council Comments
Councilman East asked for the Bike Park to be mowed.
Councilman Dawson congratulated Pulaski on Main for their first night of the
Marketplace. He stated it was well attended and seemed very enjoyable by all attendees
and vendors.
Councilman Radcliffe asked for tress throughout the Town be cutback. He thanked Chris
Phillips in the Public Works Department for his immediate response in fixing a street sign
that was in the wrong location. Mr. Radcliffe also asked the Town to look at getting the
Senior Center a new van.
Councilman Reis stated he noticed a water leak in the street that was quickly repaired and
thanked Public Works and encouraged residents that if they notice leaks to let Town staff
know.
Mayor Collins stated there was a good turnout at the Marketplace and it was nice seeing
the community coming out to events and hopes that it'll continue. He also reminded
listeners of the Music and Merchants event on May 18th
16. Manager's Report
Town Manager Day reminded Council that the budget Public Hearing will be at the next
Town Council meeting, on the 21 st and stated the Marketplace will be at the Train Station
every Tuesday from 4-7p.m. until September 20, he also reminded Council of the
Pulaski Area Transit Golf Tournament on May 15t1i and a manufactured and modular
housing public info event on May 20th at the Train Station. Mr. Day gave an update on
the replacement of water meters, an update of the MUMS project, which is set to close
soon, the continued project of Pulaski Lofts, and the Bimmerworld project, which is also
set to close soon. Mr. Day stated he has given the Senior Center approval to look for a
new van but the problem is; there aren't any available locally. He also stated the
overhanging sheds at the Public Works Department are being replaced.

Councilman Dawson asked if the Town could promote the Pulaski Lofts once that project
is completed and also asked about the Friends of Peak Creek 5k Event.
Ms. Hale, Clerk of Council stated the 5k event was on May 25t' and event information is
on the Town's Facebook page with continued promotion and will be sent to
councilmembers.
17. Reminder of Future Council Meeting
a. May 21, 2024 Closed Session 5:30p.m.; Open Session 7:00 p.m.
18. With no further business, the Mayor adjourned the meeting at 7:35 p.m.
