HomeMy WebLinkAbout09-17-241 G Town Council Meeting Minutes Tuesday, September 17, 2024 1. The Mayor called the meeting to order at 6:00 p.m. and asked for a roll call. Gregory C. East- Absent James A. Radcliffe- Absent Mayor Collins- Aye Jeremy L. Clark- Aye G. Tyler Clontz- Aye Brooks R. Dawson- Aye Michael P. Reis- Aye 2. The Mayor asked for a motion to enter into Closed Session to discuss the following items: a. VA Code 2.2-3711 (A) 8 (1 item)- Consultation with Legal Counsel i. Filter Plant b. VA Code 2.2-3711 (A) 3 (1 item)- Acquisition/Disposition of Real Property i. 155 Acres The motion was made by Councilman Clark and seconded by Councilman Dawson. Gregory C. East- Absent Jeremy L. Reis- Aye Mayor Collins- Aye The following council members and staff entered into Closed Session: Councilman Clark, Councilman Dawson, Councilman Clontz, Councilman Reis, Mayor Collins, Town Manager, Todd Day, Town Attorney, Scot Farthing, and Clerk of Council, Ms. Hale. Councilman Clontz exited Closed Session before the Acquisition/Disposition discussion. Open Session 7:00 p.m. 3. Certification of Closed Session- The Mayor asked for a motion that only the following items were discussed in Closed Session: a. VA Code 2.2-3711 (A) 8 (1 item)- Consultation with Legal Council i. Filter Plant b. VA Code 2.2-3711 (A) 3 (1 item)- Acquisition/Disposition of Real Property i. 155 Acres The motion was made by Councilman Clark and seconded by Councilman Dawson. Gregory C. Councilman Reis lead the audience in the Pledge of Allegiance. 5. Councilman Dawson gave the invocation. 6. The Mayor welcomed all in attendance and viewing online. 7. Modification to Public Session- No modifications were made. 8. Presentations a. Pulaski Area Transit Request for Funding- Monica Musick Ms. Musick reported that DRPT awarded PAT two replacement vehicles. She stated the replacement cost of the two vehicles is $256,000 and the local match would be 2%, with the cost being $5,107. Ms. Musick stated the two older vehicles that are being replaced will be sold on gov.deals. Councilman Dawson asked if there were any updates on the Micro Transit. Ms. Musick stated they are meeting biweekly and the pros and cons are being weighted out and small adjustments are recommended but there could be a cost increase from the Town for the software if the Micro Transit is chosen. The motion was made by Councilman Reis and seconded by Councilman Dawson to approve the local match of $5,107 for the purchase of two new vehicles pursuant to the request made on September 12, 2024. Howard Request for Funding- Guy Smith Mr. Smith began by stating that the back to school event was very successful and thanked all participants. He stated he would like to request $3,000 from the Town to assist in various programs and to offset some unexpected costs that were out of the center's control. Mr. Smith stated water from Mtn. Olivet has been coming down the mountain for months which is flooding the field on their property, and a drainage system was put in place diverting the water drainage to the creek. Manager Day requested Mr. Smith send him a detailed letter with where the funds are specifically going to and a decision by Town Council would be decided at a later meeting. c. Streetscapes Update- Austin Painter Page 2 of 51 September 17, 2024 Mr. Painter reported the lowest bid for the streetscapes project was under the Town's funding amount. The lowest bid was at $860,387 and a 20% matching from the Town is required. He stated the projected start date would be early November and run until mid -May 2025. Councilman Dawson asked if this contractor would handle replacing the streetlamps and trees or would it be a separate bidding project. Mr. Painter stated the contractor would remove the current streetlamps and the Town would have to purchase and install the lamps and trees separately. 9. Discussion a. NRVRC Office Building Project and Charter Amendment Manager Day reported the New River Valley Regional Commission has intentions of moving their offices from the Innovation Center in Fairlawn to a location in Christiansburg and they need each locality to participate in purchasing the building. Manager Day stated the Town's portion of the purchase would be $158,216 and that payment could be made in a lump sum or annually. Councilman Reis stated the Regional Commission helps the Town and many localities with their Comprehensive Plan and grant management. He also stated the Charter currently states they be located in Pulaski County and the amendment would allow them to be located in the New River Valley. The motion was made by Councilman Reis and seconded by Councilman Clontz to amend the charter of the New River Valley Regional Commission to remove the language about them being located in Pulaski County to anywhere in the New River Valley. Reis- Aye The motion was made by Councilman Reis and seconded by Councilman Clark to support the purchase of the new building for the New River Valley Regional Commission and fulfill our financial obligations per our percentage. Consideration of September 3, 2024 Town Council Meeting Minutes The motion was made by Councilman Clark and seconded by Councilman Dawson to adopt the minutes. Gregory C. East- Absent James A. Council Comments Councilman Dawson thanked Manager Day and Town Staff for their continuous work on the various projects. Councilman Reis thanked the Public Works Department for their quick response on repairing a pothole from a water line break and asked for an updated report on the building permits as there are new construction sites throughout the Town. Mayor Collins stated plans for the Treat Trail on Main Street are being worked on, it is scheduled for Halloween night from 5-7pm and if businesses have questions to contact Jackie Reid in HR. Mayor Collins stated the Town is looking better each day and thanked Manager Day for this work since he's been here. 13. Manager" s Report Manager Day thanked Town Staff for their work and their progress on projects and stated the Town has more housing projects on the table and looks forward to those developments. He stated the brewery has received another grant in the amount of $200,000 and reminded Council and listeners of the following Town events: a. Cruise -In on Saturday, September 21St in Jackson Park from 11 am- 4pm. b. Last Marketplace for the season on Tuesday, September 241h at the Train Station from 4-7pm. c. Harvest and Harmonies Festival on September 27t" in Jackson park from 4-8pm. 14. Reminder of Future Council Meeting a. October 1, 2024 Closed Session 6:OOpm, Open Session 7:OOpm 15.
