Tuesday, October 1, 2024
1. The Mayor called the meeting to order at 6:30 p.m. and asked for a roll call.
Gregory C. East- Aye James A. Radcliffe- Absent Mayor Collins- Aye
Jeremy L. Clark- Aye G. Tyler Clontz- Aye
Brooks R. Dawson- Aye Michael P. Reis- Absent
2. Modification to Closed Session- Ms. Hale asked to add an additional item under VA
Code 2.2-3711 (A) 1- Personnel Matters.
The motion was made by Councilman Clontz and seconded by Councilman Dawson.

3. The Mayor asked for a motion to enter into Closed Session to discuss the following
items:
a. VA Code 2.2-3711 (A) 1 (2 items)- Personnel Matters
i. Calfee Community & Cultural Center Board Appointment
ii. Town Manager
b. VA Code 2.2-3711 (A) 3 (1 item)- Acquisition/ Disposition of Real Property
i. Hogan's Dam
The motion was made by Councilman Clark and seconded by Councilman Dawson.

The following council members and staff entered into Closed Session: Councilman East,
Councilman Clark, Councilman Dawson, Councilman Clontz, Councilman Reis, Mayor
Collins, Town Manager, Todd Day, Town Attorney, Scot Farthing, and Clerk of Council,
Ms. Hale.
Councilman Reis exited Closed Session before the Calfee Community & Cultural Center
Board Appointment discussion.

4. Certification of Closed Session- The Mayor asked for a motion that only the following
items were discussed in Closed Session:
a. VA Code 2.2-3711 (A) 1 (2 items)- Personnel Matters
i. Calfee Community & Cultural Center Board Appointment
ii. Town Manager
b. VA Code 2.2-3711 (A) 3 (1 item)- Acquisition/ Disposition of Real Property
i. Hogans Dam
The motion was made by Councilman Clark and seconded by Councilman Clontz.

Councilman Reis abstained as he did not participate in the Calfee Community & Cultural
Center discussion.
5. Councilman Clark lead the audience in the Pledge of Allegiance.
6. Councilman East gave the invocation.
7. The Mayor welcomed all in attendance and viewing online.
8. Modification to Public Session- No modifications were made.
9. Resolution 2024-42 Re -appointing Todd Day to the New River Valley Passenger Rail
Authority
The motion was made by Councilman East and seconded by Councilman Clark to adopt
the resolution.

10. Public Comment Period- No speakers were present.
11. Consent Agenda
a. Consideration of September 17, 2024 Town Council Meeting Minutes

The motion was made by Councilman Clark and seconded by Councilman
Dawson to adopt the minutes.

12. Council Comments
Councilman Dawson asked if the Town has any involvement in the Friends of Peak
Creek 5k and asked if staff could make sure there wasn't any resources they would need.
Councilman Reis gave an update from the NRV Regional Commission stating they voted
in favor of moving forward with the new facility in Christiansburg. He also stated the
NRV Passenger Rail Authority project is moving forward, the station they will be
renovating is currently operated by Norfolk Southern.
Mayor Collins thanked Public Works employees who worked over the weekend.
13. Manager's Report
Manager Day stated we as a Town were very fortunate with the hurricane and flooding in
the area and sent condolences to the County and surrounding areas affected and thanked
staff for their continuous communication and professionalism during the storm. He
reminded Council and listeners of the following events:
a. Coffee with the Chief October 2nd 9-11 a.m. Starbucks in Food City.
b. Friends of Peak Creek Ripple Run 5k October 5th 9 a.m. at the Train Station.
c. Fire Parade October 101h at 7 p.m. on Main Street
d. Columbus Day October 14th Town Offices & Convenience Center closed, GFL
delayed one day
He also stated the Town and PSA were two of the political jurisdictions that did not
require a boil water notice during the flooding, that we are fortunate that our water supply
location.
14. Reminder of Future Council Meeting
a. October 15, 2024 Closed Session 6:00 p.m., Open Session 7:00 p.m.
15. With no further business, the Mayor adjourned the meeting at 7:20 p.m.
