HomeMy WebLinkAbout98-01CONIIVIITTEE RESOLUTION 9&Fl • A RESOLUTION TO ADDRESS FUNDING INEQUITIES FOR RECREATIONAL PROGRAMS WHEREAS, the Town of Pulaski endeavors to continue to provide quality recreation programs for its residents and those individuals from Pulaski County who participate in the Town's recreation programs; and WHEREAS, in the face of rising costs, the Town has sought to maintain the quality and affordability of these programs for all Town citizens without corresponding increases in contributions from County citizens participating in these programs; and WHEREAS, studies, based on cost allocation principles, indicate that a disproportionate share of costs for these programs are borne by the Town for those individuals who participate in Town Recreation programs, but who are not taxpaying Town residents; and WHEREAS, efforts to discuss this funding inequity with Pulaski County have not produced tangible results that would allow the Town to recover additional costs incurred by program participants not residing in the Town; and WHEREAS, to the regret of the Town and its citizens, attempts to continue meaningful discussions over this issue with Pulaski County appear fruitless and unproductive; Be it therefore RESOLVED, that the Finance Committee of the Town Council of Pulaski, Virginia shall undertake those measures deemed necessary to address this funding inequity, including but not limited to adjustment of fees for non-resident participants, to enable the Town • to recover a portion of the full cost of administering these recreation programs. Be it further RESOLVED, that the Town of Pulaski, Virginia stands ready to discuss this issue, openly and in good faith with Pulaski County without further unnecessary delays. This resolution is effective immediately upon adoption and is adopted by recorded vote of the Finance Committee of the Town of Pulaski, Virginia on this 19~' day of May 1998. James M. Neblett Aye W.
