HomeMy WebLinkAbout2001-12RESOLUTION 2001-12 Regarding A Reduction in Town Work Force WHEREAS, on May 8, 2001, the Town Manager did submit to the Pulaski Town Council a proposed budget for the Fiscal Year 2001; and WHEREAS, the budget message recommended that short term measures be taken to reduce the town employment levels by six positions as vacancies occur through attrition; WHEREAS, the Pulaski Town Council has held work sessions regarding the budget; and WHEREAS, personnel expenses, including direct costs and fringe benefits, have been rising generally, thus reducing funds available for discretionary spending such as equipment and capital improvements; and WHEREAS, employment levels have increased from 106 in 1990 to 130 at present plus four grant positions or a percentage increase of 26% in ten years while town population has decreased 5%; and WHEREAS, the Town Manager has taken initial steps to not fill three present vacancies; and WHEREAS, the Human Resources Committee desires, as a matter of policy, to recommend an attrition policy to Town Council as a short term measure to reduce personnel expenses. S NOW, THEREFORE, BE IT RESOLVED by the Human Resources Committee that it recommends to Town Council that the Town Manager be authorized to not fill six positions at his discretion as vacancies occur with three positions vacancies already achieved; This Resolution is effective upon adoption and is adopted by recorded vote of the Town Council of the Town of Pulaski, Virginia on this 26~' day of June, 2001.
