Resolution 2002-29
Expressing Appreciation to Gary C. Elander
Whereas, Gary C. Elander, a native of Jamestown, New York, began his professional career in
that City as a governmental intern;
Whereas, He received his undergraduate degree from the State University of New York and a
master's degree from Virginia Tech;
Whereas, He served as Jamestown's housing director for five years before coming to Southwest
Virginia where he undertook administrative positions in Clifton Forge, Roanoke, and
Montgomery County, Virginia;
Whereas, Mr. Elander was appointed the first full time Town Manager in the history of Dublin,
Virginia;
Whereas, He had a distinguished ten-yeaz professional career in Dublin helping to reverse that
Town's financial fortunes by attracting new commerce and industry and building a new
municipal center;
Whereas, After becoming Town Manager in Pulaski, Virginia, he continued his important
regional leadership role to secure a better economic future for the New River Valley;
• Whereas, Mr. Elander envisioned an emerging role for the Town of Pulaski as a center for a new,
technologically-oriented economy; and
Whereas, He has manifested civic responsibility not only in a cazeer of public service but also as
a committed husband, father, and son of the Lutheran Church.
Now Therefore, Be It Resolved by the Town Council of the Town of Pulaski, Virginia sitting in
regular session on July 2, 2002, that the Town Council on behalf of the Town's citizens,
expresses appreciation to Gary C. Elander and wishes him luck in his professional and personal
journey.
This resolution is adopted by recorded vote of the Town Council of the Town of Pulaski,
Virginia, on this 2°d day of July, 2002 as follows:
