RESOLIITION NO. 92-26
IIRGING THE GENERAL ASSEMBLY TO ENACT HOQSE BILL 777
RELATING TO IIRBAN HIGHWAY CONSTRIICTION FIINDS
• WHEREAS, the Town of Pulaski, Virginia is entitled to receive urban
highway construction funds under Section 33.1-23.3 of the Code of
Virginia; and,
WHEREAS, these funds are not paid directly to the Town but are held
by the Commonwealth Transportation Board; and,
WHEREAS, because the funds are apportioned on the basis of
population, the Town's share of the funds is comparatively small and
it may take several years to accrue enough funds to complete a
significant project; and
WHEREAS, the current system in which the Board holds the funds has
several disadvantages:
a. because funds are held without interest, localities should
send the funds as soon as possible, but small municipali-
ties may not accrue enough funds in a single year to complete
• a meaningful project;
b. funds can only be carried over for five years;
c. the Board's administrative expenses, some of which are
charged against project costs, can greatly deplete the
relatively small accounts of small municipalities; and,
WHEREAS, the Virginia General Assembly is considering a bill (H.B.
777) which would allow towns to receive and hold urban highway
construction funds as they are apportioned to the towns, to be spent
only for projects approved by the Board.
NOW, THEREFORE, BE IT RESOLVED by the Town Council of the Town of
Pulaski, Virginia, sitting in regular session on October 6, 1992,
that:
Section 1. The Virginia General Assembly be, and hereby is,
respectfully requested and urged to adopt House Bill 777, which will
amend the Code of Virginia relating to the allocation of construction
funds for urban highways.
Section 2. This resolution is effective upon adoption and is hereby
adopted this 6th day of October, 1992, by recorded vote of the Town
Council of the Town of Pulaski, as follows:
