HomeMy WebLinkAbout94-03RESOLUTION NO. 94 - ~ RESOLUTION A LETTER OF INTENT FOR ENGINEERING SERVICES IN REFERENCE TO THE SANITARY SEWER SYSTEM REPLACEMENT PROJECT ON AN EMERGENCY BASIS WHEREAS, the Town Council of the Town of Pulaski is the owner of certain transmission lines in Pulaski County, which carry residential, commercial and industrial sanitary sewage from the Town of Pulaski to the Peppers Ferry Regional Wastewater Treatment Authority; and, WHEREAS, investigation into problems with the sanitary sewer system has revealed serious premature corrosion and deterioration of the sewer lines; and, WHEREAS, the sewer lines in question must be replaced as soon as possible so as to prevent interruption in this vital service; NOW, THEREFORE, be it resolved by the Town Council of the Town of Pulaski, Virginia, sitting in Regular Session on February 1, 1994, that: 1. An emergency exists in reference to the corrosion and deterioration problem with the sanitary sewer lines leading from the Town of Pulaski to the Peppers Ferry Regional Wastewater Treatment Authority. 2. The failure of the gravi line which asses throu h Pulaski Count and the Town of Dublin tY P g Y would result in a loss of sanitary sewer service to the Town of Pulaski, Town of Dublin, and Pulaski County. 3. The three jurisdictions are in agreement that the existing lines should be replaced on an emergency basis. 4. That Draper Aden Associates is a competent and capable engineering firm with experience needed for the proposed replacement. 5. Draper Aden can offer a competitive price based on the fact that it has participated in the investigation of the problems and is familiar with the system. 6. The Town Council authorizes the Town Manager or his designee to execute a letter of intent and present a contract to the Town Council by its next meeting with Draper Aden for all engineering services reasonably necessary to design a replacement system for the deteriorated section of the sewer main and to consult with the Town and take other steps necessary to prevent a recurrence of this problem. 7. A copy of this resolution is to be posted in the hallway of the Town Municipal Building pursuant to § 11-41(E) of the 1950 Code of Virginia, as amended. a This resolution is effective upon adoption and adopted by duly recorded vote of the Town Council of the Town of Pulaski, Virginia, on this first day of February, 1994 as follows.
