WHEREAS, Billy R. Smith, publisher of The Southwest Times, Pulaski, Virginia, is relocating to
• Dyersburg, Tennessee to head the Dyersburg State Gazette; and,
WHEREAS, Mr. Smith's distinguished newspaper career includes 15 years as Publisher of The Southwest
Times; and,
WHEREAS, Billy R. Smith has been an outstanding business leader in Pulaski and was named Business
Executive of the Year in 1991; and,
WHEREAS, Mr. Smith has been a faithful worker in the Pulaski County Chamber of Commerce, serving
on the Board and as President and fund-raiser; and,
WHEREAS, Billy R. Smith, a member of the Rotary Club for 29 years and Paul Harris Fellow, has
served as President of the Pulaski Rotary Club and organized the ceremonies and publicity surrounding the
Rotary Club's 75th Anniversary in 1995; and,
WHEREAS, Mr. Smith organized all segments of the Pulaski County Sesquicentennial celebration in
1989; and,
WHEREAS, Mr. Smith, appointed by the Pulaski County Board of Supervisors, was an active member of
PEP (Pulaski Encouraging Progress); and,
WHEREAS, Mr. Smith's high ethical standards have served as a model in our community and he has
• shown loyal commitment to his church; and,
WHEREAS, Billy Smith will be remembered for his exemplary leadership and willingness to "roll up his
sleeves" and do the difficult tasks, as well as his quick smile, good natured ribbing, and his friendship.
NOW, THEREFORE, be it resolved by the Town Council of the Town of Pulaski, Virginia, sitting in
regular session on November 21, 1995, that the Town Council should and hereby does commend Billy R.
Smith, for his contributions and tireless dedication to the Town of Pulaski and wishes him all the best in his
new location.
This resolution is effective upon adoption and is adopted by unanimous vote by duly recorded vote of the
Town Council, on this, the 21st day of November, 1995 as follows:
