HomeMy WebLinkAbout97-08r~ Resolution No. 97- 8 RESOLUTION REGARDING THE EXPANSION OF THE NEW RIVER RESOURCE AUTHORITY MEMBERSHIP WHEREAS, in the mid-1980's, the County of Pulaski, the Town of Dublin, the Town of Pulaski, and the City of Radford began discussions to address the problem of solid waste disposal in these jurisdictions into the twenty-first century; and, WHEREAS, as a result of these discussions, the New River Resource Authority was formed with the County of Pulaski, the Town of Dublin, and the City of Radford as its member jurisdictions; and, WHEREAS, the Town of Pulaski declined to join the Authority since membership would result in double payment by its citizens, who pay both Town and County taxes, and instead reached an agreement whereby the solid waste of Town citizens and industries would be collected and deposited in the same manner as County residents who resided outside of incorporated towns; and, WHEREAS, after utilizing an interim site at Ingles Mountain, the Authority has constructed and is in the process of opening a long term solid waste landfill in Pulaski County; and, WHEREAS, the members of the Authority are contemplating expanding the membership of the Authority to include other political subdivisions and to accept the solid waste of those political subdivisions into the Pulaski County site; and, WHEREAS, this Council recognizes that the ultimate decision as to whether to expand the membership of the Authority and the terms and conditions of such expansion are the responsibility of the County and Dublin; and, WHEREAS, the Town of Pulaski still has an interest in the structure of the Authority in that its citizens are a significant portion of the existing Pulaski • County customer base; its agreement with the County and the County PSA is of a fixed term; and, the activities of the Authority will have an ongoing impact on environmental matters, economic development, and the tax burden impacting all County residents, including Town residents, for decades to come; and, THEREFORE, BE iT RESOLVED try the Town Council of the Town of Pulaski, Virginia, sitting in Special Session on January 30, 1997, that: 1. This Council praises the Board of Supervisors of Pulaski County and the Town of t~ublin~ for #heir farsighted efforts to address the needs of all their citizens by developing astate-of--the-art solid waste landfill; and, 2. This Council further praises The Board of Supervisors of Pulaski County for utilizing land use regulations to control the types of solid waste that may be deposited by the Authority, regardless of membership; and, 3. This Council believes that one of the reasons for the success of the Authority to date has been_fhe ability of the County and i~Lblin fo • control operational decisions of the Authority and accordingly, this Council urges the County and Dublin to either retain a combined majority voting position or, at the least, to have parity with the combined voting powers of all other members; and, 4. This Council further urges that transportation routes and methods by other jurisdictions sending solid waste to the landfill be controlled by provisions in user agreements or regulations as a precondition to the Authority accepting waste from such jurisdictions; and, 5. The Council urges that the existing veto power for future membership expansion of the Authority and a veto power on the acceptance of waste from nonmember sources be retained for each member jurisdiction, so that the best interests of Pulaski Town and County residents can be protected. A copy of this Resolution is to be forwarded or presented to the Board of Supervisors of Pulaski County and the Dublin Town Council upon adoption.
