HomeMy WebLinkAbout03-24-05Minutes of the Special Town Council meeting held Thursday, March 24, 2005 at 5:15 p.m. in the Council Chambers of the Municipal Building. There were present: Charles L. Wade, Mayor Council: Jeffrey S. Worrell, Dan Talbert, Jr., Bettye H. Steger, Lane R. Penn, John T. Bolen, Joel B. Burchett, Jr. Staff: John J. Hawley, Town Manager Patricia Cruise, Clerk of Council David N. Quesenberry, Asst. to the Town Manager Guests: Dr. Randall Vaughan Jack Martin, Press Mayor Wade called the meeting to order at 5:15 p.m. He advised that while the meeting had been called to discuss Ordinance 2005-12, regarding zoning amendments, there were several other items for Council to consider adding: Discussion of business related email and the archiving period of time. Ordinance 2005-13, 2005-14 and 2005-15, all related to the Pulaski Business Park. Following discussion, it was decided to discuss the email question at the next Council meeting. Councilman Worrell moved to add Ordinance 2005-13, 2005-14, and 2005-15 to the agenda, seconded by Councilman Talbert and carried on the following recorded vote: Jeffrey S. Worrell - Aye Lane R. Penn - Aye Dan Talbert, Jr. - Aye John T. Bolen - Aye Bettye H. Steger - Aye Joel B. Burchett, Jr. - Aye Mayor Wade moved on to Ordinance 2005-12, zoning ordinance amendments for the B-2, R-1 and R-2 districts. Mr. Hawley advised that the Ordinance had been prepared in accordance with Council’s directions at the last Council meeting. He noted that related to item 4, the motion from Planning Commission at the last meeting, did not include the minimum depth. After discussion with Planning Commission member Nick Glenn, it was determined that the intent was to follow the original Council directive from December 20, 2004, which included the minimum depth. Since that was the original directive from Council, and the Public Hearing included that intent, then Council had the right to adopt the 100 foot depth as well. Councilwoman Steger moved to adopt Ordinance 2005-12, zoning ordinance amendments for the B-2, R-1 and R-2 districts, seconded by Councilman Penn and carried on the following recorded vote: Jeffrey S. Worrell - Aye Lane R. Penn - Aye Dan Talbert, Jr. - Aye John T. Bolen - Aye Bettye H. Steger - Aye Joel B. Burchett, Jr. - Aye Mayor Wade moved on to Ordinance 2005-13. Mr. Hawley advised that this Ordinance modified the agreement with Gregory General Contracting and Ground Vibrations Consultants, Inc. per Council’s directions at the last meeting. He noted that the modifications include: #5. The Town waives any and all compliance with the Town Industrial Park Covenants and Regulations for tax map lot number 73(6)2 in the name of Samuel F. Gregory, Jr. and Patricia I. Gregory and 73(6)3 in the name of Bobby D. Payne and Angela H. Payne. #6. The Town agrees to provide office space at no cost to GCS, Inc. through December 31, 2006. Councilman Worrell moved to adopt Ordinance 2005-13, authorizing execution of an amended agreement to an agreement adopted by Ordinance 2004-25, regarding the Pulaski Business Park, seconded by Councilwoman Steger and carried on the following recorded vote: Jeffrey S. Worrell - Aye Lane R. Penn - Aye Dan Talbert, Jr. - Aye John T. Bolen - Aye Bettye H. Steger - Aye Joel B. Burchett, Jr. - Aye Mayor Wade moved on to Ordinance 2005-14. Mr. Hawley advised that this Ordinance authorized the Town Manager to execute deeds of correction to Gregory and Payne for the Pulaski Business Park. Councilman Talbert moved to adopt Ordinance 2005-14, seconded by Councilwoman Steger and carried on the following recorded vote: Jeffrey S. Worrell - Aye Lane R. Penn - Aye Dan Talbert, Jr. - Aye John T. Bolen - Aye Bettye H. Steger - Aye Joel B. Burchett, Jr. - Aye The next item on the agenda was Ordinance 2005-15. Mr. Hawley advised that this Ordinance authorized the Town Manager to execute the deed to convey three acres to Bobby and Angela Payne in exchange for the land that they deeded back to the Town for the right-of-way and for the slope easement in the Industrial Park. Councilman Talbert moved to adopt Ordinance 2005-15, conveying real estate from the Town of Pulaski, Virginia to Bobby D. and Angela H. Payne, seconded by Councilman Penn and carried on the following recorded vote: Jeffrey S. Worrell - Aye Lane R. Penn - Aye Dan Talbert, Jr. - Aye John T. Bolen - Aye Bettye H. Steger - Aye Joel B. Burchett, Jr. - Aye There being no further business, the meeting adjourned on motion by Councilman Worrell, seconded by Councilman Talbert and carried on voice vote.
