Minutes of the special meeting of the Pulaski Town Council held
December 14, 1992, at 7:45 a.m. in the Council Chambers in the Municipal
Building.
There were presents Mayor Gary C. Hancock, presiding
Council Members: J. R. Schrader, Jr., Roy H. D'Ardenne,
Andrew L. Graham, Elbert G. Black, Jr.,
Alma H. Holston, Robert N. Glenn
Also Present: Frank Terwilliger, Town Attorney
Don E. Holycross, Town Manager
Robert J. Lyons, Asst. to the Town Manager
Ruth A. Harrell, Clerk
Visitors: Dee Lindsey and Paul Dellinger, News Media

Mayor Hancock welcomed visitors to the special Council Meeting.

Following the roll call, Councilman Glenn so moved that Council go
into Executive Session on a Personnel Matter, specifically named
individual, under 2.1-344 A1, seconded by Councilman Graham and carried
on the following recorded vote:

At 7:53 a.m., Councilwoman Holston arrived at meeting.
At 8:05 a.m., Council returned to special session and waived
reading of the Certification Resolution on motion made by C ouncilwoman
Holston, seconded by Councilman Glenn and carried.
Councilwoman Holston made a motion that Certification Resolution be
adopted, seconded by Councilman Glenn and carried on the following
recorded vote:

Mayor Hancock advised that he was pleased to announce that Council
would be appointing Mike Jenkins as our Director of Public Works.
Personnel Committee Chairman J. R. Schrader so moved that Michael
Z. Jenkins be appointed Director of Public Works, seconded by
Councilman D'Ardenne and carried on the following recorded vote:

WORKS Mayor Hancock stated that Council looked forward to working with
Mr. Jenkins and felt that he would do a very good job in this position.
Mr. Jenkins stated that he felt privileged to receive this
appointment and he looked forward to the opportunity to work with the
Town Council and the Town Manager, and to serve the Town residents.

Mayor Hancock advised that next on the agenda was consideration of
changing the time for the Council Meeting scheduled for Tuesday,
December 15, 7:00 p.m. As Councilwoman Holston and Mayor Hancock had a
conflict for 7:00 p.m., Councilman Graham made a motion that the time
for the regular Council meeting be changed to 6:30 p.m. with the joint
public hearing with the Planning Commission to remain at 7s00 p.m.
Motion seconded by Councilman D'Ardenne and carried on the following
recorded votes

The scheduled Ordinance Committee scheduled for Tuesday at 6:15
p.m. was changed to 6:00 p.m.
At 8:14 a.m. Councilman Glenn made a motion that Council adjourn,
seconded by Councilman Black and carried.
