There were present: Mayor Gary C. Hancock, presiding Council Members: Charles D. Crispin, J. R. Schrader, Jr., Mary Lou Copenhaver, James R. Neighbors, Andrew L. Graham, W. H. Schrader, Jr., Alma H. Schrader, Jr. Councilwoman Holston so moved that minutes of the regular meeting of November 7, 1990, be approved as recorded, seconded by Councilman Glenn, and carried. PUBLIC. The first item on agenda was a public hearing to gather citizen HEAR. Input regarding a proposed taxi cab rate increase. Mr. Holycross RATES reported that a $.25 increase per taxi cab zone had been requested by TAXI Verlin Chrisley, President of Blue and White Cabs. The proposed CABS increase is intended to offset increased operating costs, including the price of gasoline. Taxi cab rates have not been increased since 1984. Taxi cab rates are currently fixed and established by ordinance. The rate schedule is based upon travel within, between, and into the Town's four taxi cab zones. The current rate schedule ranges from $1.90 to $2.30 per trip, including a $.50 flat fee. The proposed rate schedule would range from $2.15 to $2.55. Mrs. Polly Mitchell asked how many cabs were located in Town with the answer being the number of certificates to be issued would be considered at the annual taxi cab public hearing scheduled for December 4. Mr. James E. Aust, owner of Jim Dandy Cabs, was also in favor of increasing the rates by $.25 with one reason being the increase in gasoline. Mr. Eanes asked about the new zone being added due to annexation. He was informed this matter was under consideration by the Ordinance Committee. 8850 November 20, 1990 An ordinance was presented establishing new rates for services. Councilman J. R. Schrader so moved that reading of the ordinance be waived, seconded by Vice Mayor Neighbors and carried. Councilwoman Holston made a motion that ordinance be adopted with an effective date of December 1, 1990, seconded by Councilman Crispin and carried on the following recorded vote: Charles D. Glenn - Aye ORDINANCE ORDINANCE Amending Chapter 8, Article VII, Section 8-257 of the Pulaski Town Code ADOPTED To Establish New Rates for Services NEW RATES Rendered by Public Vehicles Within The Town BE IT ORDAINED by the Town Council of the Town of Pulaski, Virginia sitting in regular session on November 20, 1990, that Chapter 8, Article VII, Section 8-257 of the Pulaski Town Code be, and the same hereby is, amended to establish new rates for services rendered by public vehicles within the Town. CHAPTER 8 Article VII. Vehicles for Hire Division 4. Rates Section 8-257. Within Town (a) Provided that the proper local and Virginia licenses and fees have been obtained and paid, the following rates are hereby fixed for services rendered by public vehicles within the town: (1) For the transportation of one (1} passenger in such vehicle, the following rates within zones, between zones and into zones shall apply: Embarkation Point Within Destination Point Within Rate Zone 1 Zone 1 $1.65 Zone 1 or 2 Zone 2 1.75 Zone 1, 2, or 3 Zone 3 1.90 Zone 1, 2, 3 or 4 Zone 4 2.05 Zone 2 Zone 1 1.75 Zone 3 Zone 2 or 1 1.90 Zone 4 Zone 3, 2 or 1 2.05 {2) In addition to the schedule of fees set out above, a flat charge of fifty cents {$0.50) shall be added to the total trip charge made under the aforesaid schedule, regardless of the embarkation point or destination point. However, where a passenger is taken to a point and a taxicab waits at that point and takes the passenger back to the embarkation or another point, this shall be considered as one (1} trip and one (1) fifty-cent charge shall apply. November 20, 1990 8851 (3) When both the embarkation point and destination point are in zones other than Zone 1, and in traveling from the embarkation point to the destination point it is reasonably expedient from the standpoint of time, distance and street layout or condition to travel from the embarkation point back through Zone 1, an additional charge of twenty- five cents ($0.25) shall be made for each zone traveled into between Zone 1 and the destination point. (b) For the purpose of this section, travel along a street which is a zone line shall be travel through a zone. This ordinance is effective as of December 1, 1990, and is adopted this 20th day of November, 1990, by recorded vote of the Town Council. Mayor Hancock recognized a special visitor, Kenny Davis of Boy Scout Troop #703 who is working on a badge. VML Mr. J. B. Warner addressed Council with questions regarding the Council Retreat and also the Virginia Municipal League Annual Conference and the necessity and cost of these events. Retreat is scheduled so that Town Department Heads and Members of Council can schedule long range planning and goals for the Town. Mr. Warner urged Council to give up niceties and asked that tax dollars not be spent. Mrs. Polly Mitchell also expressed that she did not see benefit of attending VML, however, she felt seminars were beneficial. Reports on the conference and retreat were requested to be provided for taxpayers. After considerable discussion, Mayor Hancock called for Council Committee Reports. PUBLIC & PERSONNEL RELATIONS, NOMINATING COMMITTEE Chairwoman Copenhaver had no report. FINANCE COMMITTEE WATER Chairman Neighbors advised that Finance Committee had met and they METERS ere in agreement to purchase nine 2 inch water meters. Those meters removed could then be refabricated and used to replace additional 2" meters that we may have problems with in the future. The estimated payback is about 12 months. Chairman Neighbors so moved that the purchase of the nine 2" water meters be approved. Motion seconded by Councilwoman Holston and carried on the following recorded vote: Charles D. Glenn - Aye AIRPORT The Finance Committee also reviewed the request of the New River Valley Airport for local match of $7,728 as they have received a grant of $106,000 from the Virginia Department of Aviation toward replacing fuel tanks at the airport. The grant funds must be used within this fiscal year. Chairman Neighbors made a motion that resolution be prepared stating that Council accepts in principle, the concept of what is going on at the airport, contingent upon funds being available. Glenn - Aye I&I The Finance Committee reviewed the I&I Program. $217,713.36 has been expended on I&I repairs/corrections. Sewer line sections have be earmarked to be replaced and it was recommended that we amend the Twin Oaks sewer contract to include the sewer line replacement at a cost of approximately 525,000. Also, it was recommended the Town process the bids for sliplining of other sections of sanitary sewer identified in the consultant's report. Work remaining is frame and cover work to manholes, manhole wall repair, roof drain, disconnections and lateral repairs. SEWER Money is available in bond fund. Chairman Neighbors made a motion TWIN OAKS that the Twin Oaks contract be amended to include sewer line replacement and sliplining. Motion seconded by Councilman Glenn and carried. The Utilities Committee was requested to review the I&I situation as the process gets underway to see what remaining work the Town needs to do. An ordinance was presented extending time for imposition of penalties and interest for late payment of real estate and personal property taxes. Due date is December 5 and this cannot be changed, but date to begin penalty and interest can be changed. Chairman Neighbors so moved that the date be changed for penalty and interest to December 18, instead of December 6, seconded by Councilwoman Holston and carried. Chairman Neighbors made a motion that ordinance be adopted, seconded by Councilman Glenn and carried on the following recorded vote: Chairman Neighbors so moved that reading of ordinance be waived, seconded by Councilman Glenn and carried. Glenn - Aye ORDINANCE EXTENDING TIME FOR ORDINANCE ADOPTED IMPOSITION OF PENALTIES AND TAXES INTEREST FOR LATE PAYMENT OF REAL ESTATE AND PERSONAL PROPERTY TAXES WHEREAS, there has been a delay in the mailing of tax assessment notices to the owners of real estate and personal property in the Town of Pulaski; 18, 1990. NOW, THEREFORE, BE IT ORDAINED by the Council by the Town of Pulaski, Virginia, sitting in regular session November 20, 1990, that the time for the imposition of penalties and interest for the late payment of real estate taxes and personal property taxes due on December 5, 1990, be and hereby is extended from December 6, 1990 until December November 20, 1990 8853 This Ordinance is effective upon adoption and is adopted November 20, 1990. UTILITIES COMMITTEE Chairman Graham reported that the Utilities Committee met with the Finance Committee on November 15. The committee did concur and approved the Vice Mayor's report on replacement of water meters and the I & I. ORDINANCE COMMITTEE ORDINANCE Chairman W. H. Schrader reported that Ordinance Committee had met COMMITprior to the Council meeting and reviewed the Town's sign ordinance. There were questions regarding interpretation, and the committee will meet at a later date to review the recommendations by the Town staff and bring back to Council some revisions on the sign ordinance. PLANNING COMMISSION COMP. PLAN Councilman W. H. Schrader reported that the Planning Commission had met and reviewed the revised draft of the Comprehensive Plan. Councilman Schrader so moved that a joint public hearing with the Planning Commission be scheduled for December 18, 1990, at 7:00 p.m. to solicit comments and public input with regard to the revised Comprehensive Plan. Motion seconded by Councilman Glenn and carried. PUBLIC OPERATIONS COMMITTEE Co-Chairwoman Holston and Co-Chairman J. R. Schrader had no report. MAYOR'S REPORT RECYCLING Mayor Hancock reported that Council had gone on record acknowledging the recycling effort of the Kroger Co., Gem City, and he felt that we should include letter of recognition for these efforts to Anne Powers and also to the organization, Community Recycling. Mayor Hancock also reported that Planning Commission Chairman, Dr. Anneski, was in University of Virginia hospital and Clerk was directed to forward a get well card from Council. Council will also officially send a letter to Scooters, the new skate rink in Pulaski, supporting them in their efforts. Councilman Crispin also recognized their contribution to the general health of the senior citizens in allowing them to walk in their facility. He also requested that recognition be given to Krogers in their contributing day old bread and other items to the Daily Bread in providing hot meals to the needy. TOWN ATTORNEY'S REPORT Mr. Terwilliger absent. TOWN MANAGER'S REPORT Mr. Holycross reported that the offices would be closed on Thursday and Friday, November 22 and 23 for the Thanksgiving Holiday. 8854 November 20, 1990 Mrs. Mitchell stated that glass going to the Presbyterian Church does create baskets for the local people at Christmas. She also requested that tickets from Krogers be turned into the Methodist Church and these can be used to purchase computers for the schools. TRAIN Mayor Hancock stated that a mixer would be held Wednesday night at STATION the Train Station sponsored by Magnox. P. Buckley Moss will be in attendance for the unveiling of her painting of the station. Prints will be offered for sale.
