There were present: Mayor Gary C. Hancock, presiding Council Members: Charles D. Crispin, J. R. Schrader, Jr., Mary Lou Copenhaver, Andrew L. Graham, Alma H. Holston, Robert N. Glenn Also Present: Frank Terwilliger, Town Attorney Don E. Holycross, Town Manager Robert J. Lyons, Asst. to the Town Manager Ruth A. Harrell, Clerk Visitors: Dee Lindsey - News Media E. G. Black Roy D'Ardenne The meeting was called to order by Mayor Hancock. Mayor Hancock led the Pledge of Allegiance and also gave the Invocation. The roll call was then taken. 1 Mayor Hancock stated the special session was called to go into Executive Session on a personnel matter involving a specific named individual under 2.1-344 A1, with Councilwoman Copenhaver moving that Council go into Executive Session, seconded by Councilman Crispin and carried on the following recorded vote: Charles D. Crispin - Aye Andrew L. Graham - Aye J. R. Schrader, Jr. - Aye W. H. Schrader, Jr. - Absent Mary Lou Copenhaver - Aye Alma H. Holston - Aye James M. Neblett - Absent Robert N. Glenn - Aye Council returned to special session and waived reading of the Certification Resolution on motion made by Councilman Graham, seconded by Councilwoman Holston and carried. Councilwoman Copenhaver made a motion that certification resolution be adopted, seconded by Councilwoman Holston and carried on the following recorded vote: Charles D. Crispin - Aye Andrew L. Graham - Aye J. R. Schrader, Jr. - Aye W. H. Schrader, Jr. - Absent Mary Lou Copenhaver - Aye Alma H. Holston - Aye James M. Neblett - Absent Robert N. Glenn - Aye Gary C. Hancock - Aye 9106 May 8, 1992 Council then discussed the inviting of Messrs. Black and D'Ardenne, recently elected Council Members, to the executive session. Upon Messrs. Black and D'Ardenne affirming that they would comply with the confidentiality of such sessions, Councilman Gl~:nn made the motion that Messrs. Black and D'Ardenne be invited into 'the executive session, seconded by Councilman Graham and carried on th~~ following recorded vote: Charles D. Crispin - Aye Andrew L. Graham - Aye J. R. Schrader, Jr. - Aye W. H. Schrader, Jr. - Absent Mary Lou Copenhaver - Aye Alma H. Holston - Aye James M. Neblett - Absent Robert N. Glenn - Aye At 4:45 p.m. Councilman Glenn made a motion that Co~.zncil go into executive session on a personnel matter involving a specific named individual under 2.1-344 A1, seconded by Councilman Grah;~m and carried on the following recorded vote: Charles C. Glenn - Aye At 6:24 p.m. Council returned to special session and waived reading of the certification resolution on motion made by Councilman Glenn, seconded by Councilwoman Holston and carried. Hancock - Aye Mayor Hancock stated the resignation of our Public ';forks Director, Jesse Pritchett, had been tendered today. Councilwoman Copenhaver so moved that Council accept the resignation, seconded by Councilman J. R. Schrader, and carried on the following recorded vote: PUBLIC WORKS DEPT. Charles D. Crispin - No Andrew L. Graham - Abstain EMPLOYEES J. R. Schrader, Jr. - Aye W. H. Schrader, Jr. - Absent Mary Lou Copenhaver - Aye Alma H. Holston - Aye James M. Neblett - Absent Robert N. Glenn - Aye Councilman Graham stated he did not feel he had had time to really review this and therefore would abstain. ~I L_ ~ Mayor Hancock read a statement on behalf of the Council as follows: May 8, 1992 9107 The Town Council today accepts the resignation of Jesse Pritchett, the Director of Public Works. 1990. Mr Pritchett has been Director of Public Works since September 1, The Town had requested the resignation following an investigation into complaints by other Town employees. The Town declines to discuss the specifics of the complaints, citing its policy of protecting personnel matters under the Virginia Freedom of Information Act and on the advice of the Town Attorney. At 6:26 p.m., Councilwoman Holston made a motion that Council adjourn, seconded by Councilman J. R. Schrader and carried. There were present: Council Members: Vice Mayor Andrew L. Graham., presiding Charles D. Crispin, Mary Lou Copenhaver, W. H. Schrader, Jr., Robert N. Glenn J. R. Schrader, Jr., James M. Neblett, Alma H. Holston, Also Present: Frank Terwilliger, Town Attorney Don E. Holycross, Town Manager Robert J. Lyons, Asst. to the Town Manager Ruth A. Harrell, Clerk Visitors: Dee Lindsey and Paul Dellinger, News Media Mr. and Mrs. J. B. Warner E. G. Black Roy D'Ardenne Henderson Randolph Terry Back The meeting was called to order by Vice Mayor Graham. Councilman Crispin led the Pledge of Allegiance with the Invocation being given by Councilman Neblett. Following the roll call, Councilman Glenn so moved that the minutes of the regular meeting of May 6, 1992, and the special meeting of May 8, 1992, be approved as submitted, seconded by Councilwoman, Holston and carried. Vice Mayor Graham welcomed visitors to meeting and stated that the Town Manager, Mr. Holycross, would introduce new Police Officers to Town Council. POLICE OFFICERSNir. Holycross introduced Robin J. Davis, Michael R. Hudson, John F. Leeper, Anthony C. Meredith and David M. Moye and advised that they had graduated May 8, 1992, from the New River Criminal Justice Training Academy. Congratulations were extended to Anthony MereC'~ith for receiving the Director's Award from the Academy as he received top honors in the class. Mr. Holycross advised that Mayor Hancock had delivered the Commencement Address at their graduation ceremonies and he was very proud of our Officers.
