HomeMy WebLinkAbout07/21/816932 Minutes of the regular meeting of the Pulaski Town Council, held July 21, 1981 at 7:00 P. M. in the Council Chambers in the Municipal Building. There were present: Mayor Raymond F. Ratcliff, presiding. Councilmembers: John A. Johnston, Robert M. Wallace, Andrew L, Graham, Jr., Glen K, Aust, Alma H. Holston, Pauline G. Mitchell Absent: Councilman James M. Neblett and Councilman C. E, Boyd Also present: H. R. Coake, Town Manager Gladys R. Dalton, Clerk Visitors: Jane Graham and Doug Waters of the news media Obell D. Ratcliff, Patricia ~. Brice The invocation was given by Councilman Aust. The minutes of the regular meeting of July 7, 1981 were approved as recorded. Mayor Ratcliff advised this was the time and place, as advertised in the local newspaper, for holding a public hearing on the application PUBLIC of Patricia G. Bruce to place a mobile home on Highland Terrace, and HEARING BRUCE Council would hear any one who wished to speak either for or against TRAILER APPLICATION the application. As there was no one present who wished to speak on this subject, Mayor Ratcliff called for the report of the Town Manager, Town Manager Coake advised that no objections had been received AND regarding the placement of this trailer on Lot 29A on Highland Terrace. He advised the lot is leval and contains 14,000 sq. ft. and is located APPROVED in an R-2 Residential zone, with town water and sewer available. BY COUNCIL Councilman Graham moved the application of Patricia G. Bruce be approved. Motion was seconded by Councilmember Holston, and carried on the following vote: John A. Johnston - Aye Andrew L. Graham, Jr. - Aye Pauline G. Mitchell - Aye Glen K. Aust - Aye Robert M. Wallace - Aye Alma H. Holston - Aye C. E. Boyd, Jr. - Absent James M, Neblett, Jr. - Absent Mayor Ratcliff advised Council would hear the public at this time. 16933 July 21, 1981 on it and Mr. Erps wants to buy the house and lot and locate the trailer on the lot; and his mother will live in the house. Councilman Johnston recommended that this follow the normal procedure for permission to place mobile homes. Town Manager Coake advised that would be placing a trailer on the lot with another house on the same lot. Mayor Ratcliff stated that unless this could be proven to be a hardship case, under the present 'f own rulings, this could not be done, unless the Zoning Ordinance is changed. Councilmember Holston moved this q~tter be referred to the Town Planning Commission for study and recommendation to the Council. Motion was seconded by Councilman Aust, and carried. Mayor Ratcliff called for committee reports. UTILITY COMMITTEE Chairman Johnston advised the Utility Committee had no special report. He stated he had spent most of the afternoon with Pepper's NO SPECIAL REPORT Ferry people looking at the proposed site for the Pepper's Ferry plant; and surveys and different projects a re being worked on at this time. RECREATION COMMITTEE Chairperson Mitchell advised the Committee met and talked about CONCESSIONS TO BE CONSIDER ED concessions, which z:~ill be discussed further in an effort to make FURTHER some decision on :the matter. Mrs. Mitchell asked that the Town return the $700.00 to the Sunset Garden Club they had given for a sign on Route 11. It was SUNSET CLUB PRESIDENT TO suggested that Mrs. Mitchell advise the President of the Club to let BE ASKED FOR LETTER RE: the Town have this request in writing before the return of the money REQUEST FOR RETURN OF to them. $700.00 STREET COMMITTEE: , July 21, 1981 X934 Councilman Graham moved that Council support the Planning Commission in their effort to see that residences and places of business display their assigned numbers for the convenience of the public. Motion was seconded by Councilman Wallace, and carried. Councilman Wallace advised that several months ago he presented to Council a proposal for changing the corporate limits, or boundary lines on Route 99 to provide the Town with additional revenue. In response to an•- inquiry of the Attorney General's office relative to such a procedure, an opinion dated July 10, 1981 has been received from the Attorney General indicating the State Code allows town and county governments to relocate, or determine, by agreement, a new boundary line between a county and town, and cities the procedure COUNCILMAN to be followed under "Total Agreement", or "Partial Agreement" provided WALLACE MOVED THAT under Article 2 of Chapter 24 of Title 15.1 of the Code of Virginia, TOWN UNCIER "TOTAL as amended. AGREEMENT" PETITION In response to the Attorney General's letter of July 10, 1981 CO.BD. OF SUPERVISORS and the dire need of the Town of Pulaski, Councilman Wallace moved that FOR BOUNDRY LINE CHANGE the Town under "Total Agreement" petition the Pulaski County board of AND Supervisors under Article 2 of Chapter 15.1 of the Code of Virginia, TOWN ATTY. for changing the boundary lines; and, further, that Town Attorney Moore TO WRITE LETTER be directed to write the letter to the Board of Supervisors. Wallace - Aye Alma H. Holston - Aye C. E. Boyd, Jr. - Absent James M. Neblett, Jr. - Absent Mr. Wallace questioned several matters pending on the agenda and ITEMS TO REMAIN ON after some discussion by the Council, it was decided these should remain AGENDA TO REMAIN on the agenda. Mr. Wallace inquired relative to the status of the study for APCo. STUDY increasing the lighting on Main Stree t, and Town Manager Coake advised ON LIGHTING 6 '~ `~ 5 July 21, 1981 ORDINANCE COMMITTEE: Chairman Aust advised he had no report for the Ordinance Committee; but as a point of information, Town Manager Coake and he had RELIEF FOR been working on "Relief for Senior Citizens", and hoped to have something SENIOR CITIZENS from the Attorney and report at the next meeting. Also, on the taxicabs, AND a request had been made to the Municipal League office., and they have TAXICAB REPORT forwarded inf ormation as to how adjoining localities handle this situation and this will be considered. Mr. Aust advised that he talked with a "Cab Man" last night and it might be that "we will not have to establish a raise" .,. POLLUTION AND SANITATION COMMITTEE: Mrs. Holston advised the Pollution and Sanitation Committee met and considered the complaints of the citizens residing near the Bond- AIR CONTROL TO STUDY SMOKE Cote plant regarding black smoke and odors. A representative of the COMPLAINT OF BOND-COTE Air Control office has been contacted to review this situation and the PLANT Committee is waiting on a report from that office. Mrs. Holston also advised the Environmental Quality Policy Committee of the Virginia Municipal League had adopted the recommendations VA.MUN. LEAGUE of the League, under Goals and Water Quality, representing a significant RECOMMENDATIONS ADOPTED RE: departure from current policy by removing all references to local GOALS & WATER QUALITY FOR responsibility for restoring quality, as local governments can no IA CALIT IES longer afford to shoulder the responsibility of costly federal mandates to improve environmental quality. Mrs. Holston represet~ed the Town of Pulaski at a recent meeting of the Committee in Richmond. Also, the Committee recommended significant changes in the Beverage Control Act; that the Virginia Municipal League advocates methods for controlling litter. TOWN MANAGER REPCR TS Town Manager Coake advised that James C. Leflet had applied to ^ ss July 21, 1981 Town Manager Coake advised that correspondence from Blue Cross/ Blue Shield concerning the town's contract for hospitalization and major medical insurance had been furnished them. Mr. Coake advised TOWN"S CURRENT the new contract includes two changes: 1) physician payment changes HOSPITALIZATION REF. TO PERSON from a fee schedule to a usual, customary and reasonable payment, and COMMITTEE & FINANCE COMM. 2) the major medical maximum will increase to One Million Dollas. Councilman Graham moved that the new Blue Cross/Blue Shield contract be referred to the Personnel Committee and Finance Committee for recommendation. Motion was seconded by Councilmember Holston, and carried. The recommendation of the Planning Commission for zoning regula- CHILD CARE tions concerning Child Care Centers was turned over the Ordinance SENTER REF. TO ORDINANCE Committee on motion of Councilman Graham, seconded by Councilmember COMMITTEE Holston, and carried. Councilman Johnston moved the approval of the td-a1 amount due Pepper's Ferry Regional Wastewater Treatment Authority for Engineering APPROVE f ees for fiscal year 1981-82 in the amount of $51,240.00, with monthly $51240. TO PEPPERS FRY payments to be made in the amount of $4,285.00 as previously budgeted FOR 1981-82 MO .PAYMENT from Revenue Sharing Account ~~408.0. Neblett, Jr. - Absent Councilman Graham moved that the request of Vance Company to BLDG. & LAND exercise their option for a two-year extension of the present lease on COMM. TO STUDY REQ.OF VANCE the small office building located at 116 First Street, N. W. be ref erred COMPANY TO RENEW LEASE to the Land and Building Committee. Motion was seconded by Councilman Johnston, and carried. Town Manager Coake advised that if it meets the approval of DEPARTMENT Council the Department Heads plan to have the "fishnic" this year as HEAD FISHNIC well as finance it, if the Council will allow them to use the boats s93~ ADJOURNMENT June 21, 1981 At 8:05 P.
