Council Minutes April 19, 1960, ~ P. M.
Minutes of the regular meeting of the Pulaski Town Council
held on the 19th day of April, 1960, at I~ p. m., in the Municipal
office.
There were present: Mayor C. V. Jackson, presiding.
Councilman: W. F. White, Trl. S. Cummings, T. J. McCarthy
J. R. ldartin, F. L. Carrico, W. A. Larson,
J. W. Nash
Absent: Glen K. Aust
Also present: Town Manager: T. B. Noland
Clerk: Gladys R. Dalton
Town Attorney: Garnett S. Moore and Alan GrosecldSe
Visitors: Bill Akers, reporter for the Southwest Times

The meeting was opened with prayer by Councilman Carrico.
Minutes of the meeting of April 5th were approved.
Mayor Jackson welcomed members of the student Youth .Council artl
their sponsors.
C. L. Whitehurst of the Chesapeake and Potomac Telephone
Company advised Council that the present telephone franchise with the
C & P TEIFPHONF CO.
DESIRE TO BID ON Town would expire on June 3, 1960, and that his Company would like to

and assigns, to use the streets, highways, and other public places
of the Town of Pulaski for its poles, wires, conduits, cables, fixture8
etc. P+Ir. Whitehurst was advised that the .matter would be referred to
the Finance, to work with the Town Attorney and the C & P Telephone
Company.

A communication from the Blacksburg Radio Station addressed
COMMUNICATIONS
to Mayor Jackson was read to Council, which commended the town
officials and town police officers on the manner in which the
Jackie Jennings case was handled.
A further communication, from Dr. Walter A. Werner, Health
Director, for Pulaski County, with regards to their 1960-61 up-

Town Manager Noland advised Council that R. D. Tolbert had
approached him with an offer to rent the lands not needed at
Loving Field at $5.00 per acre on a ten year basis; it being stipulated
that he could at his own expense build a small pond approximately

Mayor Jackson stated he had just received word that the
Board of Supervisors of Montgomery County at its meeting on that day,
MONTGOMERY CO.
WITHDRAWS FROM had withdrawn from the New River Valley Airport Commission. It

AIRPORT COIF, was agreed that whereas Montgomery~s action is the first blow to
area solidarity, the withdrawal would not delay completion of the
airport.
On motion of T. J. McCarthy, seconded by W. A. Larson, and
carried unanimously, it was resolved that the Town of Pulaski would
