At, this point Councilman T. J, h"cCarthy stated he wished to abstain from either discussing or voting on the matter before Council. There appeared to be no one present who desired to be heard either for or against said proposal, and on motion of ~w. F, ti^Ihite, seconded by ~^'. A. Larson, and carried on the follow- ing vote, ?a.
