Minutes of a public hearing and the regular meeting
of the Pulaski Town Council, held on the 1st day of November, .1960,
at ~. P. M., in the Municipal office.
There were present: Mayor C. V. Jackson, presiding.
Councilman: Billy B. Flint, W. S. Cummings,

The invocation was given by Councilman Nuckols.
Mayor Jackson declared the meeting to be a public
hearing and open for those who wished to be heard either for or
against the two petitions now pending, wherein the petitioners have
requested that separate parcels of .land in the Town be rezoned
from residential to business class3.ficati.on, described as follows:
1. Lot No. One (1), Section No. Ten (10), C. B. Crowell
Addition, located at the northeast intersection of
Tenth Street and Randolph Avenue;

STUDY Mr. Crowell, Attorney for the petitioners, stated
briefly the reasons for these requests, and filed with the Clerk a
petition signed by approximately fifteen members of the Hospital staff"
who stated it was "their belief that a pharmacy near the Pulaski
Hospital, such as contemplated by Ralph Deaton, et als, is necessary ';
and needed as a public health service". The petitioners restated
their proposals for the rezoning of the two parcels on Tenth and
Randolph Avenue; while Mr. Lemons and Mr. Brookmeyer voiced their

disapproval of the area. being rezoned business because they felt
it could not be restricted to a specific type of business. There
was a discussion of another type of business being conducted in a
near-by area, permission for the operation of such business being
granted by Council before the Zoning Ordinance was adopted, after
which Mayor Jackson declared the public hearing adjourned inasmuch
as there appeared no one else desiring to be heard, and the regular
meeting of Council open. Later on in the regular meeting of Council,
and after a further discussion of the reouest for rezoning of the
aforesaid .lots on Tenth Street and Randolph Avenue, Councilman
Cummings made the motion that the two lots in cuestion be re-
zoned for business, which motion died for the lack of a second.
Councilman Flint then made the motion that Council set up a
special meeting with the Town Planning Commission to discuss the
matter further, which motion was seconded by Councilman Cummings,
and carried on the unanimous vote of those present (Councilman Nuckols
abstaining), it was
RESOLVED, that Council meet with the Town Planning
Commission at the Commission's regular monthly meeting scheduled
for Monday, November 7th, at 7:30 P. M., in the Council chamber,
to further discuss the proposed rezoning of the aforesaid lots.
Minutes of the meeting of October 18, 1960, were
approved.

advised Council that at the present they were paying the Town for
the use of the Park for home football games, 10~ of gate receipts,
plus the light bill; that the l0~ amounted to approximately $500.
yearly and the light bill approximately $175.00 to ~?_00.00; making
the cost for the use of the Park a maximum of ten times a year,
approximately $70.00 per ni~.ht. Mr. Fulp stated it was his
understanding that other users of the Park only paid a flat fee
of $25.00 per night. He asked Counci7_ to consider a new
financial arrangement between the Town and the High School for
the use of the ball park. After a discussion of the matter, on
motion of Councilman Carrico, seconded by Councilman Nuckols, and
carried unanimously, it was

RESOLVED, that the request of Principal Fulp be turned
over to the Recreation Committee, within the Council, fora complete
study, with recommendation to be brought back to Council.
Council approved a p~oposal to participate in a corner-
stone laving ceremony at the National C,~iard Armory on November 11th,

It appeared that th.e Peak Creek Parking Lot Committee,

Avenues, had never held a meeting. On motion of Councilman Carrico,
seconded by Councilman GallimorP, and carried unanimously, i.t was

the Council's Recreation Committee make a further study of our
present Recreation faci_li.ties and the proposed budget for next

carried on the vote of those present.
